The Mayor and Council find and determine that
under N.J.S.A. 40A:9-141, a municipality must provide by ordinance
for the appointment of a tax collector. Accordingly, the Mayor and
Council, by this ordinance, establish the position of Tax Collector
for the Borough of Highland Park.
There shall be appointed by the Mayor, with
the advice and consent of Council, a duly qualified person as Tax
Collector of the Borough of Highland Park. The Tax Collector shall
be compensated as provided by ordinance.
The term of the Tax Collector shall be for four
years from the first day of January next following his/her appointment.
Vacancies other than due to expiration of term shall be filled by
appointment for the unexpired term.
The duties of the Tax Collector shall be those
established by New Jersey Statutes and those otherwise imposed by
law.

The Tax Collector is hereby exempted from any
requirement of residency in the Borough.
This article shall be known as and may be cited
as "The Tax Collector Ordinance."

There is hereby created the position of Assistant
Tax Collector in and for the Borough. The position of Assistant Tax
Collector shall be filled as the need arises by appointment of the
Mayor with the advice and consent of the Council. The Assistant Tax
Collector shall be paid such amount as is fixed by ordinance and resolution
of the Borough Council but in no event in excess of the salary of
the Borough Tax Collector. The Assistant Tax Collector shall perform
such duties as are assigned by the Tax Collector or, in case of a
vacancy in the position or in case of the absence of the Tax Collector,
by the Director of Finance.
