A.
An Arts Commission, to consist of seven members, is established for the Borough. The members of the Arts Commission shall be appointed by the Mayor, with the advice and consent of the Borough Council, and shall be citizens and shall live or work in the Borough of Highland Park. No more than one member shall be a nonresident. All members shall serve without compensation.
B.
The members of the Commission who are first appointed shall be designated to serve for terms of one, two, three, four and five years, respectively, from the date of their appointments. Thereafter, members shall be appointed as aforesaid, for a term of three years, except that all vacancies shall be filled for the unexpired term only. The term of office of the Commission shall commence on August 1 of each year.
C.
There shall be six alternate members of the Arts Commission, appointed by the Mayor, with the advice and consent of the Borough Council. The alternate members shall be designated at the time of appointment as "Alternate No. 1," "Alternate No. 2," "Alternate No. 3," "Alternate No. 4," "Alternate No. 5" and "Alternate No. 6." The terms of the alternate members shall be for three years, except that the first appointed "Alternate No. 1," "Alternate No. 2" and "Alternate No. 3" shall serve for three years, and the first appointed "Alternate No. 4," "Alternate No. 5" and "Alternate No. 6" shall serve for two years. Alternate members may vote in the absence of a regular member. In the event that a choice must be made as to which alternate member is to vote, the lowest numbered alternates shall vote, beginning with Alternate No. 1, until the Commission has reached a quorum.
