There is hereby created in and for the Borough
of Highland Park a Cable Television Citizens Advisory Committee. The
Committee shall consist of nine members who shall reside or work in
the Borough. The purpose of the Committee shall be to assist the Mayor
and Council in making their determination in the award of a cable
television franchise.
One each of the members of the Committee shall
be appointed by the Board of Education and by the Library Board of
Trustees for terms of one year each. The remaining members shall be
appointed by the Mayor with the advice and consent of Council. Of
the initial members to be appointed by Mayor and Council, one shall
be appointed for a term of one year, three shall be appointed for
terms of two years and three for terms of three years. Subsequent
appointments for members appointed by Mayor and Council shall be for
terms of three years except that all vacancies shall be filled for
the unexpired term only. All members shall serve until their successors
have been appointed and qualified.
The Committee shall meet for the purpose of
organizing and electing a chairman, a secretary and such other officers
as it deems appropriate within 30 days of the effective date of this
section. The Committee shall meet at such times and places as it deems
appropriate provided that an organization meeting shall be held in
January of each consecutive year.
