A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter
388 of the Laws of 1997, to reward volunteer members of the Highland Park Fire Department and the Highland Park First Aid Squad, Inc. for their loyal, diligent, and devoted services to the residents of Highland Park.
The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer member that meets
the criteria set forth below; that such contributions shall be made
in accordance with a plan that shall be established by Highland Park
pursuant to P.L. 1997, c. 388 (N.J.S.A. 40A:14-183 et seq.); and that
such plan shall be administered in accordance with the laws of the
State of New Jersey, the U.S. Internal Revenue Code, and this chapter.
For each eligible volunteer member who meets
the minimum service points criteria of the Highland Park Fire Department
or the Highland Park First Aid Squad, Inc., as adopted by the Borough
Council, the LOSAP shall provide for annual contributions as follows:

Each active volunteer member of the Highland
Park First Aid Squad, Inc. shall be credited with points in accordance
with the following schedule:
A. First aid calls — 20% attendance: 10 points
monthly.
B. First aid calls — 10% attendance: five points
monthly.
C. First aid calls — every 5% above 20%: two points
monthly.
D. First aid and business meeting: five points per meeting.
E. Parades and community service: five points per event.
F. Elected officers (business or line): 24 points annually.
G. First aid drills: 10 points per drill.
H. LOSAP Administrator: 25 points annually.
I. First aid certification (current): 10 points annually.
J. First aid standbys (until rig is in route to hospital)
shall earn the same number of points as if volunteer attended call.
Volunteer members of the Highland Park Fire
Department and of the Highland Park First Aid Squad, Inc. shall become
vested in the LOSAP upon completion of five years service in good
standing with either of these respective organizations. Volunteer
services performed on or after January 1, 2002 shall be applied towards
the five-year vesting period. Credit shall not be provided for volunteer
services performed before January 1, 2002.
The estimated cost of the program has been calculated
to be $14,750 per year for regular annual services.
This chapter shall not take effect unless it
is approved by voters as a public question at the next general election,
and if approved, shall become effective January 1, 2002.
