The Borough water system, as comprehended in
this chapter and in such rules, regulations and resolutions as may
from time to time be adopted by the Council, shall consist of all
publicly owned or leased property, real or personal, whether within
or outside the boundaries of the Borough, devoted to the production,
distribution, sale and use of water, wholesale or retail, including
easements, rights-of-way and licenses, and also including books of
account and other records, and the machines and other equipment used
for the collection of water rates and charges.
The following rules and regulations shall be
considered a part of the contract for water supply made by the Borough
with consumers within the Borough, and every such person shall be
considered as having expressed his acceptance thereof.
All water charges shall be payable at the office
of the Borough Collector quarterly, on the first days of January,
April, July and October of each year.
A penalty of 10% of the amount of the bill shall
be added to every bill that is not paid within 30 days of the date
on which it is due.

If any bill remains unpaid 30 days after it becomes due, the water supply shall be turned off after five days' previous notice has been given, and the water supply shall not again be turned on until all charges have been paid, plus a fee as provided in §
286-37 for restoring the service.
Pro rata charges will be made for periods less
than a full quarter, but no rebate shall be allowed for vacancy or
nonuse of water unless notice in writing has been given at the office
of the Water Superintendent and the water turned off.
Any person who violates any ordinance or regulation adopted by the Borough Council governing the use of water shall be punished as provided in Chapter
1, Article
III, General Penalty.
