Whenever water has been turned off for nonpayment of charges, violation of rules or regulations, or for the purpose of repair or construction or any other purpose, it shall be turned on again only by persons authorized by the Committee of the Council in charge of the Water Department.
Applications for permits for connections with distribution pipes shall be made by the owner of the premises and shall be signed by the owner or his authorized agent or attorney.
Not more than one house, business establishment or other place shall be supplied from the same connection with the street main, except by special permission of the Committee and under such restrictions as it may impose.
Service pipes connecting with mains and used by private owners or occupants shall be installed at their own expense.
All persons taking water shall keep the service pipes from the mains in good repair and protected from frost at their own expense and shall be held liable for all damage resulting from their failure to do so.
Persons using Borough water for building purposes shall have a meter installed before using any water and shall pay for the water used as shown by such meter upon presentation of bill therefor. If such charges are not paid, they shall become a lien against the premises as provided in § 286-30 of this chapter. Any violation of this provision shall subject the offender to the cancellation of the permit. Before water will again be furnished for the premises involved, a turn-on charge as provided in § 286-37 shall be paid.
