As used herein, the following terms shall have the definitions indicated:
POLICE DEPARTMENT
The Police Department of the Town of Cornwall, except the Chief of Police of the Town of Cornwall.
TOWN
The Town of Cornwall.
TOWN BOARD
The Town Board of the Town of Cornwall.

The provisions of § 151 of the Town Law of the State of New York are hereby superseded by the Town Board exercising the powers granted to it in the Municipal Home Rule Law. The following provisions shall apply to all full-time and part-time members of the Police Department who are members of the Police Department as of the effective date of this section:
A. 
No person shall be eligible for appointment or reappointment to the Police Department or continue as a member thereof who shall not be a citizen of the United States, who has been convicted of a felony, who shall be unable to read and write understandably the English language or who shall not reside in the State of New York and in a residence within the following counties: Orange, Dutchess, Ulster, Sullivan, Putnam, Rockland or Westchester, except that any such full-time or part-time member of the Police Department may continue to reside in his or her present residence as set forth in the records of the Police Department on the effective date of this section, provided that if such full-time or part-time member of the Police Department relocates to another residence, that new residence must be within one of the aforementioned counties.
