It is the intention of this chapter to regulate the use of explosives
in the mining, quarrying or processing of gravel, shale or other aggregate
for commercial purposes.
This chapter is enacted pursuant to the authority of § 464-a
of the Labor Law.
As hereinafter used, the term "explosives" is defined as set forth in
§ 451, Subdivision 1, of the Labor Law.
No person, firm or corporation shall detonate nor cause to be detonated
any explosives in the Town of Crawford, except between the hours of 10:00
a.m. and 12:00 noon and between 2:00 p.m. and 4:00 p.m. No blasting shall
be permitted on Sundays, Thanksgiving Day, Christmas Day, New Year's Day,
July 4 and Memorial Day.
No person, firm or corporation shall detonate nor cause to be detonated
any explosives unless he shall first give warning of such detonation. The
warning shall be in the form of an audible signal alarm which can be clearly
heard within a radius of 1/2 mile of the point of detonation.
The warning signal as set forth in §
81-5 shall be sounded as follows:
A. Five minutes prior to the detonation: two thirty-second
audible signals.
B. Two minutes prior to the detonation: two thirty-second
audible signals.
C. One minute after the detonation: one thirty-second audible
signal.

Every person, firm or corporation that commits an offense against the
provisions of this chapter shall be guilty of a Class A misdemeanor and, upon
conviction thereof, shall be punishable by a fine of not more than $1,000
or by imprisonment for not more than one year, or both. Each violation shall
constitute a separate offense.
