Parking of any kind on any of the streets in the Village shall
be prohibited from the hour of 1:00 a.m. to 7:00 a.m. during the period
from November 1 through April 15 of the succeeding year.

Upon the following streets or parts thereof,
during the times designated, it shall be unlawful for any person to
stop a vehicle, except when necessary to avoid conflict with other
traffic or in compliance with law or the directions of a police officer
or traffic control device, when signs are in place giving notice thereof:
A. Between 4:00 p.m. and 6:00 p.m., Monday through Friday,
on the south side of Route 5 commencing on the easterly side of Chapel
Street and running in an easterly direction for a distance of 160
feet.

A. Off-street parking lots established.
(1) The premises acquired by deeds are subject to the
further order of this Board, established as a public parking lot and
place for the parking of motor vehicles and other vehicles.
(2) The following shall be designated as municipal parking
lots:
(a)
The Village-owned parking lot behind the Village
Hall and known as the "Village Hall Parking Lot."
(b)
The Village-owned parking lot on West Elm Street
between Brooklea Drive and Pratt Lane known as the "West Elm Street
Parking Lot."
(c)
The Village-leased parking lot off Chapel Street
between East Genesee Street and Clinton Street known as the "Chapel
Street Parking Lot."
(d)
The Village-leased parking lot located in the
vicinity of and underneath the Route 5 bridge in the Limestone Plaza
area known as the "Limestone Parking Lot area."
B. Parking restrictions.
(1) Overnight parking in any designated municipal parking
lot of any commercial motor vehicles or vehicles in excess of 10,000
pounds shall be prohibited, except that any business with an office
or place of business located within the Village may park no more than
one commercial vehicle in one of the municipal parking lots for no
more than 24 hours at a time. Any resident of the Village of Fayetteville
may park one passenger or commercial vehicle overnight in one municipal
parking lot.
(2) The repair of motor vehicles or other vehicles in
any designated municipal parking lot shall be prohibited.
(3) The storage of any unregistered motor vehicles or
other vehicle in any designated municipal parking lot shall be prohibited.
C. Loitering prohibited. No person or persons shall remain
within any passenger vehicle which has been driven or placed in a
designated parking space of any municipal parking area longer than
is necessary to place such vehicle within such designated parking
space, and the occupancy of any passenger vehicle by any persons for
any purposes other than the operation of the vehicle for placing the
vehicle within any parking area is likewise hereby prohibited, except
for emergency repairs.
D. Proper operation of vehicles.
(1) No passenger vehicle shall be parked within any space
within any municipal parking area other than a space which has been
designated and delineated by white lines or other markings. No vehicle
shall be parked across any line or markings or in such position that
the vehicle shall not be entirely within the area designated or indicated
by such lines or markings.
(2) No person shall leave or enter any municipal parking
area by vehicle other than by the respective entrance and exit passageways
indicated by signs or markings thereon.
E. Fines for violations occurring in municipal parking
areas. The Board of Trustees hereby establishes the following fines
for illegal parking in municipal parking areas:
(1) Failure to park within the designated parking space
and at the proper designated angle, a fine of not less than $15.
(2) Failure to remove the vehicle from such parking area
at the expiration of 24 hours, a fine of not less than $15.
(3) Parking of other than passenger vehicles in a municipal parking area except as provided in §
173-21B, a fine of not less than S50 for the first violation and a fine of not less than $75 for any subsequent violation.

No parking shall be located in any front yard
or within five feet of any side or rear lot line of a residential
property, except in driveways. For the purposes of this section, the
term "front yard" shall mean the area between the roadway edge and
that part of the principal building which is nearest to the roadway
edge.
