No person shall willfully, without lawful authority, interfere with,
injure or damage any public building, structure, street sign, lamp or lamppost,
traffic signal or device, or any other property of any kind whatsoever belonging
to or under the control of the city.

A. Loitering.
(1) No person shall loiter in or around public buildings
or obstruct corridors, stairways or doorways, so as to prevent free access
by members of the public, officers or employees. No person shall, by his or
her presence or by means either alone or in consort with others, interfere
with or interrupt the conduct of business in the offices located in any such
buildings.
(2) No person shall, without permission of the owner or occupant
thereof, conceal himself, loiter or prowl on the property of another in such
a manner as to reasonably cause alarm for the safety of persons or property
in the vicinity.
B. Spitting in public places. Spitting upon the sidewalk
or crosswalk of any public street, avenue, park, public square or place in
the city, or upon the floor of any hall in any apartment house which is used
in common by the tenants thereof, or upon the floor of any hall or office
in any hotel or lodging house which is used in common by the guests thereof,
or upon the floor of any theater, schoolhouse, church, store, factory or of
any building which is used in common by the public, or upon the floor of any
bus or other public conveyance, or upon the floor of any depot or station
or upon the station platform of any railroad or other common carrier, is hereby
prohibited.
No person shall throw any substance into any creek or into any sewer
within the city which may tend to interfere with the free passage of water
within said sewer or creek.
No person shall erect, maintain, operate or use or cause to be erected,
maintained, operated or used, any electrical device, apparatus, equipment,
machine, transmission line or wiring which shall cause unreasonable interference
with television and radio reception.

A violation of any of the provisions of this chapter shall be punishable
by a fine not exceeding $250 or by imprisonment not exceeding 15 days, or
by both said fine and imprisonment. Each day any such violation shall continue
shall constitute a separate violation.
