A.
All resident users of said sewer shall be governed by the following rules and regulations in addition to the provisions of Chapter 277 of this Code. Sewer rates for resident sewer users shall be based upon the metered consumption of water on premises connected with the sewer system.
B.
The rates of such rents shall be as follows per quarter:
(1)
First 4,000 gallons: $14.29 per 1,000 gallons, minimum bill $57.16.
(2)
All over 4,000 gallons: $7.37 per 1,000 gallons.

Minimum charge per quarter shall be established in accordance with the size of the water meter as follows:
