A. 
All nonresident users of said sewers shall be governed by the following rules and regulations in addition to the provisions of Chapter 277 of this Code.
B. 
The sewer rates for nonresident sewer users shall be based upon the metered consumption of water on premises connected with the sewer system.
C. 
The rates of such rents shall be as follows per quarter:

(1) 
First 4,000 gallons: $23.72 for 1,000 gallons, minimum bill $94.88.
(2) 
All over 4,000 gallons: $9.59 per 1,000 gallons.
(3) 
Minimum charge per quarter shall be established in accordance with the size of the water meter as follows:

Applications for permission to connect with the City sanitary sewer system by any person for property not within the City limits shall be governed by the following rules and regulations in addition to all other provisions of this article and Chapter 277 of this Code.
A. 
One-half of the installation cost of the sanitary sewer per foot frontage shall be paid in cash for each foot frontage on premises to be served. For premises facing upon a sewer which has been heretofore installed by the City of Geneva, the said payment shall accompany the application.
B. 
In cases where the sewer is not constructed by the City of Geneva, the above payment shall not be required.

All sums charged for use of sewers by nonresidents shall be added to the quarterly water bill and collected in the same manner as provided in Article I of this chapter for the collection of water bills, including penalties and shutting off of water for nonpayment of either water or use of sewers.
