There have been many incidents reported to other
communities of death due to suffocation of children in abandoned,
unattended iceboxes, refrigerators and other containers having airtight
doors which, when closed, cannot be opened from the inside. These
abandoned, unattended or discarded iceboxes, refrigerators and other
containers are a constant menace to the health, welfare and safety
of children of the Borough.

It shall be unlawful for any person to leave
outside of any firm or dwelling or in any common area or storage area
within any building or dwelling, in a place accessible to children,
any abandoned, unattended or discarded icebox, refrigerator or any
other container of any kind which has an airtight door or lock which
may not be released for opening from the inside of the icebox, refrigerator
or container, or which has an airtight snaplock thereon, without first
removing the door or lid and gasket from the icebox, refrigerator
or container.
Any person who shall violate any provision of this chapter shall, upon conviction thereof, be subject to a penalty as established in Chapter
1, General Provisions, Article
III, General Penalty.
