The office of Borough Tax Collector is hereby created, and the head of that office shall be the Borough Tax Collector. The Tax Collector shall be appointed by the Mayor with the consent of Council for a term of four years from the first day of January next following his/her appointment. Vacancies other than due to the expiration of the term shall be filled by appointment for the unexpired term.
A. 
No person shall be appointed or reappointed as Tax Collector in the Borough unless he/she shall hold a tax collector certificate issued pursuant to N.J.S.A. 40A:9-141 et seq.
B. 
If the Tax Collector shall be reappointed subsequent to having received a tax collector certificate and having served as Tax Collector or performed the duties of Tax Collector for not less than four consecutive years immediately prior to such reappointment, the Tax Collector shall hold his/her office during good behavior, efficiency, and compliance with requirements for continuing education as set forth in N.J.S.A. 40A:9-145.3 et seq. Removal of the Tax Collector shall only take place in accordance with the requirements of N.J.S.A. 40A:9-145.8.
The Borough Tax Collector shall:
A. 
Have, exercise and discharge the functions, powers and duties of the collector of taxes as provided for by general law, the specific general laws being N.J.S.A. 40A:9-141 through 40A:9-145, as amended.
B. 
Extend each year's tax duplicate, prepare and mail tax bills, receive payments thereof and maintain tax accounting records in such manner as may be prescribed by New Jersey law.
C. 
Receive and collect all delinquent real property taxes and charge and receive penalties and interest pursuant to applicable law.
D. 
Perform such other duties as may be required by the Mayor and Council or the Administration and Finance Committee.
