No person shall engage in the collection of
garbage and refuse within this city without first obtaining from the
city a license to carry and dispose of garbage. The fee for license
shall be a sum set by resolution from time to time by the Common Council
of the City of Oneonta per annum and shall be payable at the time
of application for such license.
Any person applying for a license to collect
garbage shall make said application in writing to the City Clerk upon
forms to be supplied by the city, stating the name and residence or
place of business of said applicant and a description of the conveyance
to be used for the collection of said garbage. A statement must be
submitted with the application, signed by the applicant, stating that
the specified vehicle(s) has been inspected, within 30 days prior
to submittal of the application, and that it does not leak refuse
of any kind.
All licenses shall be issued by the City Clerk
and shall be granted for a term to end on June 30. The new licensing
year will be from July 1 to June 30.
Any conveyances used in the collection and conveyance
of garbage in the city shall have thereon the names of the owner or
owners and the number of license.
The equipment to be used by collectors of garbage
or refuse shall be so constructed as to make impossible the spilling
or leakage of any refuse; and, in transporting such garbage and refuse
through the city streets, all trucks shall be covered in such manner
that none of the contents can spill on the city streets. During the
process of loading, trucks may be uncovered, but any garbage or refuse
falling to the streets must be cleaned up immediately.
During the month of June all garbage trucks
shall be inspected to determine that the container is constructed
to keep refuse covered at all times and maintained so as not to permit
spillage or leakage of refuse of any kind.
