It shall be unlawful for any person to keep
any horse, cattle, goat or sheep at any place in the Borough of Carlisle
except with special permission from the Borough Council.
A. Such permission shall be granted only under the following
conditions:
(1) A stable or other building shall be provided as a
shelter for such animal.
(2) The place where such animal is to be kept and the
stable or other shelter shall be such that no nuisance shall result
therefrom.
(3) No stable or other shelter shall be located within
30 feet of any street or within 50 feet of any dwelling.
(4) Every stable or other shelter shall be kept in a sanitary
condition and free from unpleasant odors and from conditions contributing
to the breeding of flies.
(5) Manure and filth shall not be permitted to accumulate
to the annoyance of any person residing in the vicinity or traveling
in the area.
(6) No law, ordinance, rule or regulation precludes the
conduct of the activity in question.

(7) At least one week prior to the meeting at which Borough Council will
consider the granting of permission to keep horses, cattle, goats
or sheep, the applicant shall give notice by personal delivery or
by first-class mail to the Borough Zoning Officer, Borough Council
and all owners of record, as verified by the applicant by review of
the tax assessment records of Cumberland County, of property within
a two-hundred-foot radius of the lot lines of the subject property.
In addition, at least one week prior to the meeting, notice shall
be conspicuously posted by the applicant on the subject property at
points sufficient to notify potentially interested citizens. At said
meeting, the applicant shall confirm and present proof of the provision
of notice as required herein.

B. Any permission granted by the Council under this section
may be revoked by the Council at any time when any of the conditions
in this section are not complied with.
No person shall bury any horse, cattle, sheep
or swine at any place within the limits of the Borough of Carlisle.
Any person burying any other dead animal within the limits of the
Borough shall be required to bury the same not less than three feet
below the surface of the ground.

Any person who shall violate any provision of
this article shall, for each and every such violation, upon conviction
thereof, be sentenced to pay a fine of not more than $1,000 and costs
of prosecution, and, in default of payment of such fine and costs,
to imprisonment for not more than 30 days. Each day's continuance
of a violation of any provision of this article shall constitute a
separate violation.
