Fire hydrants located at the Carlisle Water Plant, R.D. 2, Carlisle, and adjacent to the Union Fire Company No. 1 Station at 35 West Louther Street, Carlisle, are designated as the only Borough hydrants from which water may be taken on by a tank truck, except as provided in §
251-45.
The hydrants at said points shall be metered,
and each person receiving water therefrom in a tank truck shall, except
in an emergency, provide a receipt for such water to a person in attendance
at the water plant or fire station at the time of taking, which receipt
shall indicate the amount of water taken and whether it is to be used
for non-fire-fighting purposes.
A quarterly bill shall be sent to each person for non-fire-fighting water taken as above described, fees to be according to the consumption charges per 100 cubic feet established from time to time in the general water rate schedule in §
251-1 of this chapter.

Any person taking on water in a tank truck in
violation of this article shall, upon conviction thereof, be sentenced
to pay a fine of not more than $600 and costs of prosecution, and,
in default of payment thereof, to imprisonment for not more than 30
days.

A. Nothing contained in this article shall apply to the
filling of a tank truck operated by the Borough of Carlisle for Borough
purposes; however, trucks of fire companies within the Borough are
not to be deemed trucks operated by the Borough of Carlisle for purposes
of this section, and the fees and other requirements of this article
are fully applicable to their filling.
B. The Borough Engineer shall have the authority to allow
the use of water from fire hydrants for other than fire-related purposes
upon demonstration of a bona fide need by the party requesting to
do so and upon the filing of an application with the Borough Engineer.
All such water used shall be paid for at the current water rates in
effect at that time and shall be calculated based either on an actual
hydrant meter reading or on estimated usage agreed to by the Borough
Engineer and the party requesting the use of the water.
