The intent of the R-3 High Density Residential District is to:
A. 
Provide for a variety of carefully designed housing types at medium high densities.
B. 
Make sure that varied housing types are compatible with any existing single-family detached houses.
C. 
Make sure that the street system of the Borough and other community facilities and services are fully able to handle moderately dense growth in an area.
D. 
Work to encourage affordable housing, especially for young families and senior citizens.

In the R-3 District, the following uses shall be permitted by right:
A. 
Single-family detached dwellings.
B. 
Crop farming.
C. 
The following uses if both public water and public sewer service are provided:
(1) 
Single-family semidetached dwellings.
(2) 
Townhouses (single-family attached dwellings), subject to compliance with § 255-199A(17).
(3) 
Two-family detached dwellings.
(4) 
Garden apartment, subject to compliance with § 255-199A(17).
D. 
Forestry.
E. 
Group home, within a dwelling type permitted by this district, subject to compliance with § 255-199A(18).
F. 
Community gardens, subject to compliance with § 255-199A(53).

Only the following accessory uses shall be permitted:
A. 
Residential accessory uses, subject to compliance with § 255-200D(12).
B. 
Private swimming pools and tennis courts, subject to compliance with § 255-199A(34)(a) and (c).
C. 
Child nursery/day-care center as an accessory use to a dwelling, subject to compliance with § 255-200D(8).
D. 
Home occupations, subject to compliance with § 255-200D(5).
E. 
Community gardens, subject to compliance with § 255-199A(53).

The following uses may be permitted as a special exception when authorized by the Zoning Hearing Board, subject to § 255-197 of this chapter:
A. 
Semiprivate recreational facilities, subject to compliance with § 255-199A(34).
B. 
Places of worship, subject to compliance with § 255-199A(32).
C. 
Public utility uses, such as electric substations, subject to compliance with § 255-199A(33).
D. 
Mobile/manufactured home park within the requirements listed for such use in § 255-199A(26) and not within the requirements of this district, subject to compliance with § 255-199A(25).
E. 
Mobile home/manufactured home.

Any new principal building including one or more dwelling units shall be set back the following distances from the following features:
A. 
From the zoning boundary of an industrial district: 35 feet.

B. 
From the existing right-of-way of an expressway: 70 feet.
C. 
From the existing right-of-way of an arterial street: 40 feet.
The following requirements shall apply:
A. 
Off-street parking: (see Article XXV).
B. 
Requirements for specific uses: (see Article XXIV).
C. 
Garden apartments and single-family attached dwellings: subject to compliance with § 255-199.
D. 
Multiple frontage lots: subject to compliance with § 255-187.
