In addition to the goals listed in Article
I, the district established in these regulations is in accordance with the community goals and land use policies as described in the Carlisle Comprehensive Plan and is intended to achieve the following:
A. To provide sufficient open space, in appropriate locations,
to meet the anticipated needs of the existing and future populations
of the Borough.
B. To protect areas in the Borough for the preservation
conservation of the natural environment; floodplains, streams and
the like; nature parks; and open space located to constitute a harmonious
and appropriate part of the physical development of the Borough.
C. To permit and encourage the retention of open space.
D. To provide adequate recreational areas in the Borough
for leisure activities, including but not limited to active and passive
recreation.
In any OS District, land or premises shall be
used by right only for the following:
A. Public conservation areas for the conservation of
open space, water, soil and wildlife resources.
B. Public park and recreation areas, game refuges and
similar nonintensive public uses.
C. Front, side and rear yards of uses in other abutting
districts within the same lot.
E. Community gardens, subject to compliance with §
255-199A(53).

The only accessory uses that are permitted shall be those that are customary and incidental to any of the above-permitted uses. Community gardens, subject to compliance with §
255-199A(53), shall also be a permitted accessory use to any permitted use in the OS District.
The following regulations shall be observed:
C. Minimum front yard: 25 feet.
D. Minimum side yard: 25 feet each.
E. Minimum rear yard: 25 feet.
F. Building coverage: 20% maximum.
G. Impervious coverage: 25% maximum.
H. Building height: 35 feet maximum.
The following additional requirements shall
apply:
A. Off-street parking regulations: (see Article
XXV).
B. Performance standards: (see Article
XXIII).
C. Design standards: (see Article
XXIII).
D. Requirements for specific uses: (see Article
XXIV).
E. Impervious coverage. If a lot contains land in both
the OS District and another district, the land in the OS District
may be used towards any requirement for nonimpervious surfaces for
the use in the abutting district, provided that such land within the
OS District is permanently preserved in open space through either
dedication to the Borough or a permanent deed restriction.
