This article shall be known and may be cited as the “Joint Regional Comprehensive Plan Ordinance.”
The background of this article and the legislative intention of the Board of Supervisors in enacting it are as follows:
A. 
The Township of Dickinson is a second class township.
B. 
The Act of December 19, 1996, P.L. 1158, No. 177, referred to as the “Intergovernmental Cooperation Law,” 53 Pa.C.S.A. § 2301 et seq., provides that two or more municipalities may jointly cooperate in the exercise or in the performance of their respective governmental functions, powers or responsibilities.
C. 
The Pennsylvania Municipalities Planning Code, the Act of 1968, P.L. 805, No. 247, as amended, 53 P.S. § 10101 et seq., authorizes townships of the second class to enter into joint municipal agreements with other political subdivisions to prepare regional comprehensive plans.
D. 
The Board of Supervisors of the Township of Dickinson finds that it is in the best interest of its citizens to enter into a consultant agreement with David Black Associates, Inc., and Martin and Martin, Incorporated, a Joint Venture, cooperatively and jointly with the Borough of Newville and the Townships of Lower Frankford, North Newton, Upper Frankford, Upper Mifflin and West Pennsboro for the joint preparation of a regional comprehensive plan.
A. 
The conditions of the agreement, duration of the term of the agreement, purpose and objectives of the agreement, including the powers and scope of authority delegated therein, manner and extent of financing, organizational structure necessary to implement the agreement and manner in which personal property will be acquired, managed and disposed of are set forth in the agreement, a copy of which is attached to this article as Exhibit A and incorporated herein as if set forth in full.[1]

B. 
No real estate will be acquired, managed, licensed or disposed of under this article or the agreement.
C. 
Each municipality has the power to enter into contracts for policies of group insurance and employee benefits, including social security, for all of their employees, including those whose duties further the purposes of the agreement.
The Chairman of the Board of Supervisors of the Township of Dickinson is hereby authorized to execute the joint municipal agreement attached as Exhibit A.
