All cement sidewalks and cement concrete curbs and gutters constructed in the Borough of Glenolden, Delaware County, Pennsylvania, shall conform to the requirements as set forth in this article.

The cement concrete sidewalk shall be not less than four feet in width and not less than four inches in thickness.
A.
Materials.
(1)
Portland cement shall meet the requirements of the current Standard Specifications and Tests for Portland Cement adopted by the American Society for Testing Materials.
(2)
Fine aggregate shall consist of sand, stone, screenings or other inert materials with similar characteristics, or a combination thereof, having hard, strong, durable grains, and shall be free from injurious amounts of dust, lumps, soft or flaky particles and shale.
(3)
Fine aggregate shall be free from alkali and surface coatings and shall not contain injurious amounts of vegetable or other organic matter.
(4)
Coarse aggregate shall consist of crushed stone, gravel, air-cooled blast furnace slag or other approved inert materials with similar particles, free from injurious amounts of soft, friable, thin elongated or laminated pieces, alkali, organic or other harmful matter and shall be what is known commercially as 3/4 inch.
B.
Water. Water shall be clear and free from oil, acid, alkali, organic matter or other deleterious substances. Forms shall be of sufficient strength and rigidity so that they will not deflect under the pressure of wet concrete or other loads incidental to construction.
C.
Joints the full depth of the pavement and three-sixteenth-inch wide shall be made every four feet in length of the concrete construction, and every 36 feet a joint 3/8 inch in width shall be provided, and each joint finished with an edging tool. These joints shall be filled with sand and must be at right angles to the center line of the pavement.
D.
Grade and slope.
(1)
The subgrade shall be four inches below and parallel to the finished grade of the pavement and shall have a transverse slope of 1/4 inch to the foot. The subgrade shall be thoroughly wet down and compacted by tramping or rolling.
(2)
The transverse slope across the park or grass plot between the curb and the sidewalk shall be 1/2 inch per lineal foot.
E.
Mixing concrete.
(1)
Concrete shall be mixed in the following proportions by volume: one part Portland cement, two parts fine aggregate and four parts coarse aggregate.
(2)
Machine mixing will be preferred and only enough concrete shall be mixed that will be placed within 30 minutes.
(3)
The materials, when hand mixed, shall be mixed dry on a watertight platform or in a watertight box until mixture is of a uniform color and the required amount of water added and the materials then turned at least six times until the mass is homogenous in consistency and color. Retempering of concrete, i.e., remixing with additional water, will not be permitted.
F.
Placing.
(1)
The concrete shall be deposited in the forms to the full thickness of the pavement, care being taken to provide the proper joints as specified. The concrete shall be tamped or rammed and the surface brought up to the specified contour and floated with a finishing tool.
(2)
When the temperature of the surrounding air is 40° F. or lower, concrete shall be deposited only by the observance of methods to keep it from freezing, i.e., protection by covering with salt hay, etc. In no case shall concrete be laid on a frozen subgrade.

A.
Cement-concrete curbs; specifications. These shall be of monolithic construction with a width of six inches at the top, eight inches at the bottom and with a height of six inches from the gutter line of the finished road pavement and a total depth of 18 inches and each section not to exceed 10 feet in length. The back face shall be vertical. Any curbing required, crossing the entrance to an alley, driveway or private entranceway, shall have the top finished two inches above the outside edge or gutter line of the finished roadway pavement. When indicated or directed, drainage openings shall be made through the cement-concrete curb at the elevation and of the size required. The mixture shall be of Portland cement, clean sharp sand and three-quarter-inch pebbles or stone and shall be in the proportion of 1: 2: 4, volumetric measuring. When the temperature of the air falls below 40° F., calcium chloride must be added to the mix to insure quick setup. Its use shall be a proportion not exceeding 4% of the cement used. All curb corners shall be circular and have a radius not less than equal to the least width of the sidewalk area of intersecting streets. All curb joints are to be filled with bar sand upon withdrawal of forms and templates, excepting that, at every fifth joint and at the beginning and ending of a return curb, precase bituminous expansion material shall be inserted instead of sand.

B.
Curb excavation; forms. Excavation for curb subgrade shall be at a point not less than 18 inches from the top of the finished curb unless otherwise specified by the Borough Engineer, in which case it may be required that this excavation be increased a further depth of six inches and refilled with a tampered layer of stone, gravel, rubble or cinders, due to unsuitable conditions. Backfilling around all curb construction shall be hand tamped, and grass plots and other adjacent sidewalk areas brought to a level not lower than the top of the curb. Forms shall be of such material and type as will meet with the approval of the Borough Engineer and shall not be withdrawn within 24 hours from the pouring of the concrete.
All gutters shall be six inches in thickness and shall be composed of the same materials and have the same finish as specified above for sidewalks. On all streets of a width of 24 feet between curbs, the gutter shall be 27 inches in width; on streets of a width of 30 feet between curbs, the gutter shall be 36 inches in width. A full one-fourth-inch joint must be provided each 10 feet in length of gutter. All gutters shall have a transverse slope of 1/2 inch per foot.
