Parking shall be prohibited at all times in
the following locations:
A. Fire zones, fire hydrants and fire lanes, whether
on public or private property, and means of ingress and egress of
all emergency vehicles, including but not limited to fire trucks.
B. Means of ingress and egress in front of schools and
other entrances and exits to schools and areas in shopping centers
which are posted NO PARKING and/or lined by paint.
C. At any and all times on all bridges located in the
Township.
D. Except for persons parking vehicles lawfully bearing
a handicapped or severely disabled veteran registration plate or displaying
a handicapped or severely disabled veteran parking placard when such
vehicles are being operated by or for the transportation of a handicapped
person or a severely disabled veteran, on public or private property
reserved for a handicapped person or severely disabled veteran when
such property or area of property has been posted as restricted for
the use by handicapped or severely disabled persons. All spaces on
public or private property reserved or used by a handicapped person
or severely disabled veteran shall, at the sole cost of the property
owner, be designated as restricted for the use by handicapped or severely
disabled persons through the erection of a sign of a size and type
as designated and authorized by the Board of Supervisors of Hempfield
Township.

From time to time as the Board of Supervisors
shall, by motion, resolution, rule or ordinance, designate no-parking
areas adjacent to or on any street or road of Hempfield Township,
Westmoreland County, Pennsylvania. After such action by the Board
of Supervisors, before any enforcement of this article can be made,
the area designated as a no-parking zone shall be duly posted with
no-parking signs clearly visible to vehicular traffic and/or pedestrians
on or adjacent to said roads and/or streets.
A. No person
shall park a vehicle at any time upon the following described street
or part thereof.

A. Any person who shall be found guilty of violating the provisions of §
83-21A through
C of this article shall, upon conviction thereof, be sentenced to pay of fine of $50 plus the costs of prosecution and, in default of the payment of such fine and costs, to undergo imprisonment for not more than five days.
B. Any person who shall be found guilty of violating the provisions of §
83-21D of this article shall, upon conviction thereof, be sentenced to pay a fine of $200 plus the costs of prosecution and, in default of the payment of such fine and costs, to undergo imprisonment for not more than five days.
C. Any person who shall be found guilty of §
83-22 of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $5 nor more than $15 plus the costs of prosecution and, in default of such fine and costs, to undergo imprisonment for not more than five days.
D. It shall be the duty of those persons authorized to issue citations
and complaints for violations of this article to attach to every vehicle
that is parked in violation of this article a citation pursuant to
the Pennsylvania Rules of Criminal Procedure, which shall give notice
to the owner or operator of such vehicle that he shall have the right
to pay to the Township of Hempfield in lieu of fines and costs the
following sums of money:
(1) For violations involving the provisions of §
83-21A through
C of this article, the fine shall be in the amount of $30 without incurring any costs of prosecution if the same is paid to Hempfield Township within five business days after the time of the issuance of the citation.
(2) For violations involving §
83-21D of this article, the fine shall be in the amount of $60 without incurring any costs of prosecution if the same is paid to Hempfield Township within five business days after the time of the issuance of the citation.
(3) For violations involving §
83-22 of this article, the fine shall be in the amount of $10 without incurring any costs of prosecution if the same is paid to Hempfield Township within 48 hours after the time of the issuance of the citation.
