Takeoff or landing of a helicopter relating to a medical or health emergency is not considered to be passenger, mail or freight delivery within the meaning of this chapter and is therefore not prohibited hereby.
Any person, firm or corporation who or which violates any provision of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $1,000, plus costs of prosecution, and in default of payment of such fine and costs by imprisonment for not more than 30 days.
