No subdivision of any lot, tract or parcel of
land shall be affected and no land development shall be effected and
no street, alley, sanitary sewer, storm sewer or water main or other
facilities in connection therewith shall be laid out, constructed
opened or dedicated for public use or travel or for the common use
of occupants of buildings abutting or to abut thereon, except in strict
accordance with the provisions of this chapter.

No lot in a subdivision or land development
may be sold, no permit to erect, alter or repair any building or structure
upon land in a subdivision or land development may be issued and no
building or structure may be erected in a subdivision or land development
unless and until a subdivision and/or land development plan, as applicable,
has been approved and recorded in accordance with the requirements
of this chapter and until the required improvements have been installed
or their construction, installation and completion have been guaranteed
by deposit with the Township and the West Goshen Sewer Authority,
as applicable, of financial security in an amount sufficient to cover
the costs of any such improvements.
