The franchisee shall consult the township regarding
any and all programming and service-related decisions. The franchisee
shall give at least 30 days' notice to subscribers as to any change
in programming decisions or channel realignment.
The franchisee shall install and thereafter
maintain for the use by the township an emergency alert system (EAS)
in accordance with the Emergency Alert System Procedures for the Philadelphia
Extended Operational Area, as approved by Chester County on December
2, 1997, and as subsequently amended.
If requested by the township and negotiated
between the township and franchisee, the franchisee shall provide
sufficient funds to the township for the purchase of audio/video and
telecommunications equipment as are reasonably necessary to allow
the township's use of the cable system, consistently with the requirements
of this ordinance. This equipment shall include, but not be limited
to, cameras, tripods, microphones, lights, recording decks, editing
equipment, monitors, character generators, computer hardware and software,
modems and similar equipment in such amounts as agreed to in the franchise
agreement.
