A. 
The use or maintenance of any waste disposal area within the Borough of Stone Harbor other than those areas, if any, officially established by the New Jersey Department of Environmental Protection permit or officially designated by the Borough of Stone Harbor shall constitute a detriment to the public health, a nuisance, and are prohibited.
B. 
No person, firm, corporation, or association of persons, whether acting as a contractor, agent, employee, collector, or owner shall dump, deposit, or dispose of any garbage, animal matter, refuse, rubbish, debris, salvage, or waste material in or upon any lands anywhere within the Borough limits of the Borough of Stone Harbor, other than the designated and permitted areas, which areas, if any, shall be clearly marked as such with signs. Nothing in this section shall be construed to hinder, impede, or prevent the ordinary and normal activities of a farm operation.
Any person, firm, or association of persons who shall violate any provision of this article shall, upon conviction thereof, reimburse the Borough for the reasonable cost of cleanup and shall be subject to the penalties set forth in Chapter 1, Article III, Penalty, of the Borough of Stone Harbor Code, with a minimum fine of $100. Each day upon which a violation of this article shall continue to exist shall be deemed a separate offense.

A. 
Any person assisting in the conviction of a violator of this chapter through the signing of a complaint, the giving of testimony in court, or other significant assistance of the enforcement authorities, as determined by said authorities, shall receive an award of 10% of the fine, payable within 10 days of the payment of such fine.
B. 
If more than one person has assisted in obtaining the conviction, the amount of the award shall be split among such persons in such proportions as determined by the enforcement authority involved.
