Unless the context specifically indicates otherwise,
the meaning of terms in this chapter shall be as follows:
BOD (BIOCHEMICAL OXYGEN DEMAND)
The laboratory determination of the quantity of oxygen by
weight, expressed in milligrams per liter, utilized in the biochemical
oxidation of organic matter under standard laboratory conditions of
incubation for five days at a temperature of 20° C.
BUILDING DRAINING SYSTEM
That part of the plumbing system which receives, conveys
and removes liquid and water-carried wastes to a building drain.
BUILDING DRAIN or HOUSE DRAIN
That part of the lowest horizontal piping of a house drainage
system which receives the discharge from soil, waste, and other drainage
to the building sewer.
BUILDING SEWER
That part of a building drainage system which extends from
the end of the building drain and conveys its discharges to a community
sewer or other approved point of disposal.
CHLORINE DEMAND
Expressed in milligrams per liter, the difference between
the amount of chlorine added to wastewater and the amount of residual
chlorine remaining at the end of a specified contact period.
COD (CHEMICAL OXYGEN DEMAND)
The measure of the oxygen consuming capacity of inorganic
and organic matter present in wastewater, expressed in milligrams
per liter, as the amount of oxygen consumed from a chemical oxidant
in a specific text, but not differentiating between stable and unstable
organic matter and thus not necessarily correlating with biochemical
oxygen demand.
COMMUNITY SEWER
A sewer currently or previously owned and operated by the
Mayor and Council of Milton or Tidewater Environmental Services, Inc.,
tributary to a wastewater treatment facility currently or previously
operated by the Mayor and Council of Milton or Tidewater Environmental
Services, Inc.

COMPATIBLE CONSTITUENT
Biochemical oxygen demand, suspended solids, pH, plus additional
constituents identified in the National Pollutant Discharge Elimination
System (NPDES) permit if the wastewater treatment facility was designed
to treat such constituents and does remove such constituents to a
substantial degree.
CONSTITUENT
The conditions which exist in the wastes resulting either
individually or in combination with particles in the wastes or sewer
system.
CONTRIBUTORY AREA
An area from which the sewage flow is transported to the
treatment works by a common intercepting or trunk sewer.
CONTROL MANHOLE
A manhole giving access to a building sewer at some point
before the building sewer discharge mixes with other discharges in
the public sewer.
CONTROL POINT
A point of access to a source of discharge before the discharge
mixes with other discharges in the public sewer.
COOLING WATER
The water discharges from any system of condensation, air
conditioning, cooling, refrigeration, or other sources, and shall
contain no constituents which would produce BOD or suspended solids,
each in excess of 10 milligrams per liter, or contain toxic substances
as limited in this chapter.
DOMESTIC WASTES
A combination of water-carried wastes from residences, business
buildings, institutions and commercial establishments contributed
solely by reason of human occupancy.
EFFLUENT
Wastewater after some degree of treatment flowing out of
any treatment device or facility.
GARBAGE
Animal and vegetable wastes from the preparation, cooking,
and disposing of food; and from the handling, processing, storage
and sale of food products and produce.
HOLDING TANK WASTE
Any waste from holding tanks, such as vessels, chemical toilets,
campers, trailers, septic tanks and vacuum pump tank trucks.
INCOMPATIBLE CONSTITUENT
Any constituent which is not compatible as defined. The pretreatment
standard for incompatible constituents introduced into publicly owned
treatment works by a user shall be that established by promulgated
effluent limitation guidelines defining best practicable control technology,
provided that if the publicly owned treatment works which receives
the constituent is committed in its NPDES permit to remove a specified
percentage of any incompatible constituent, then credit for such removal
may be allowed.
INDUSTRIAL WASTE or NONDOMESTIC WASTE
Any liquid, gaseous or solid substances resulting from any
process of industry, manufacturing, trade or business from the development
or recovery of any natural resource, or any mixture of the waste with
water or domestic wastewater, as distinct from domestic wastewater.
INDUSTRY
Any establishment which uses water in a product or generates
a wastewater during any period of production, manufacturing, retail
sales, or providing service to the public or its individual customers.
INFLUENT
Wastewater, raw or partly treated, flowing into any sewage
treatment device or facilities.
INTERCEPTING SEWER
A sewer which receives dry weather flow from sanitary sewers
and/or additional predetermined quantities of combined waste and conducts
such flow to a plant for treatment or disposal.
MASS EMISSION RATE
The weight of material discharged to the sewer system during
a given time interval, expressed as pounds per day of a particular
constituent or combination of constituents.
NUISANCE
Anything which is injurious to health or is indecent or offensive
to the senses or an obstruction to the free use of property so as
to interfere with the comfort or enjoyment of life or property or
which affects at the same time an entire community or neighborhood
or any considerable number of persons, although the extent of the
annoyance or damage inflicted upon individuals may be unequal.
OVERLOAD
The imposition of organic, solids, or hydraulic loading on
a treatment facility in excess of its engineered design capacity.
PERSON
Any individual, firm, company, association, society, corporation,
institution, group or any other legal entity.
pH
The reciprocal of the base 10 logarithm of the hydrogen ion
concentration expressed in grams per liter.
PREMISES
Any parcel of real estate, including any improvements, which
is a single user for purposes of receiving, using and paying for sewer
service.
PRIVATE SEWER
A sewer either on private property or in a public street
which is not constructed by, nor is controlled by, the Mayor and Council
of Milton or Tidewater Environmental Services, Inc.

SANITARY SEWER
A sewer the specific purpose of which is to carry domestic
or industrial wastes or a combination of both, and into which stormwater,
surface water, groundwater and other unpolluted waters are not intentionally
passed.
SANITARY WASTES
Wash water, culinary wastes and liquid wastes containing
only human excreta and similar matter, flowing in or from a building
drainage system or sewer origination in a dwelling, business building,
factory or institution.
SEWAGE
The same as "wastewater," as defined.
SEWER
A pipe or conduit, generally closed, for carrying wastewater.
SEWER SYSTEM
All sewers, laterals or other connections or plants which
connect with or pertain to a connection with the sewers, plants, public
works, and/or projects of the Mayor and Council or Tidewater Environmental
Services, Inc., including all facilities currently or previously owned
by the Mayor and Council.

SHALL
Is mandatory; "may" is permissive.
SHREDDED GARBAGE
Garbage shredded to such a degree that all particles will
be carried freely under the flow conditions normally prevailing in
public sewers, with no particle having a dimension greater than 1/2
inch in any direction.
STANDARD METHODS
The examination and analytical procedures set forth in the
latest edition, at the time of analysis, of "Standard Methods for
the Examination of Water and Wastewater" as prepared, approved and
published jointly by the American Public Health Association, the American
Water Works Association and the Water Works Association, and the Water
Pollution Control Federation.
STORM SEWER
A community sewer which carries stormwater and surface water
and drainage and into which domestic wastewater or industrial wastes
are not intentionally passed.
STORMWATER
The excess water running from the surface of a drainage area
or building during the immediately following period of precipitation.
SUSPENDED SOLIDS (FILTERABLE RESIDUE)
The dry weight of solids, expressed as milligrams per liter,
that either float on the surface of, are in suspension, or are settleable
in water, wastewater or other liquids and which are largely removable
by a laboratory filtration device.
TO DISCHARGE
To include to deposit, conduct, drain, emit, throw, run,
allow to seep, or otherwise release or dispose of, or to allow, permit,
or suffer any of these acts or omissions.
TOXIC SUBSTANCE
Any substance whether gaseous, liquid, or solid which when
discharged to the sewer system in sufficient quantities may tend to
interfere with any sewage treatment process, constitute a hazard to
recreation in the receiving waters of the effluent from the sewage
treatment plant, pose a hazard to workers in the sewer system or constitute
a hazard to fish or animal life.
TRAP
A device designed to skim, settle, or otherwise remove grease,
oil, sand, flammable wastes or other harmful substances.
UNPOLLUTED WATER
Water to which no constituents have been added, either intentionally
or accidentally, which would render such water unacceptable to the
agency having jurisdiction thereof for disposal to storm or natural
drainages or directly to surface water.
USER
Any person that discharges, cause or permits the discharge
of wastewater into a public sewer.
USER CHARGE
A charge levied on the users of wastewater facilities and
treatment works for the costs of operation maintenance and debt repayment
of such facilities and works.
USER CLASSIFICATION
A classification of each user based upon the latest edition
of the Standard Industrial Classification (SIC) Manual prepared by
the Federal Executive Office of Management and Budget.
WASTE
Rejected, unutilized and superfluous substances in liquid,
gaseous or solid form resulting from domestic and nondomestic activities.
WASTEWATER
A combination of the water-carried waste from residences,
business buildings, institutions and industrial establishments, together
with any groundwater, surface water and stormwater that may be present,
whether treated or untreated, discharged into or permitted to enter
a public sewer.
WASTEWATER CONSTITUENTS AND CHARACTERISTICS
The individual chemical, physical, bacteriological and radiological
parameters, including volume, flow rate, and such other parameters
that serve to define, classify or measure the contents, quality and
strength of wastewater.
WASTEWATER FACILITIES
All facilities for collection, transmission pumping, treating
and disposing of wastewater.
WATERCOURSE
A natural or man-made channel in which a flow of water occurs,
either continuously or intermittently.
WATER METERS
Those devices for the purpose of measuring the quantity of
water consumed, not necessarily correlating to wastewater discharge
quantity.
