Any person who willfully or negligently breaks,
damages, destroys, uncovers, defaces or tampers with any structure,
appurtenance or equipment which is a part of the Village sewer system
or public sewer tributary thereto will be in violation of this article,
immediately arrested under the charge of disorderly conduct and subject
to the penalties provided herein.
Any user who accidentally discharges wastes
in violation of this article shall immediately notify the Administrator
and the Village. Notification shall be followed within 15 days by
a detailed, written statement describing the causes of the accidental
discharge and the measures taken to prevent future occurrence. Such
notification will not serve to relieve the user of liability for any
expense, loss or damage to the Village sewer system or for any fines
imposed by the Village of Liberty under applicable state and federal
regulations.
Any user who discharges industrial wastes, as
distinct from sanitary sewage, shall be required to submit to the
Village Board detailed plans to show facilities and operating procedures
to provide protection from accidental direct or indirect discharge
of deleterious materials or wastes to the Village sewer system.
