Township of Radnor, PA Article II General Regulations

§ 120-2 Management.

The owner of a public bathing place shall be responsible for compliance with the literal terms of this chapter and for maintaining the facility in a clean and sanitary condition, so as not to create a threat to the public health, safety and welfare. Equipment, operation and maintenance at all public bathing places shall be such as to remove the danger of injury to persons from drowning, falls, collisions, fires and nuisances of any kind.

§ 120-3 Permit required for construction; approval of plans.

Any owner who constructs or installs or intends to construct or install or who desires to extend, alter or modify a public bathing place shall submit plans and specifications for such work to the D.E.R. and the Community Development Department and secure all required permits before beginning the work or before permitting the work to be started. Any deviation from approved plans and specifications, including those changes which affect the water treatment process, shall first be approved, in writing, by the D.E.R. and the Community Development Department.

§ 120-4 Hygiene regulations.

The following regulations are hereby established for the preservation of health and the prevention of disease within public bathing places regulated by this chapter:

A. Common use of drinking cups, towels, hair brushes or other toilet articles shall be prohibited.

B. Any employee having a disease in a stage which is communicable or likely to become so shall not be allowed to work at the public bathing place until certified by a physician that he may return to work.

C. Persons with signs of illness or disease or with skin rashes or sores or with bandages shall be excluded from public bathing places except where certified by a physician not to have a disease in a communicable stage.

D. Bathing suits and towels furnished to bathers shall be thoroughly cleaned and dried each time they are used in such a manner as to preclude the transmission of disease and shall be stored in a clean and sanitary manner.

E. Bather preparation facilities shall be provided with separate dressing facilities, showers, lavatories, toilets and appurtenances for each sex.

F. Interior walls and floors shall be surfaced with material which is readily cleanable, and the floors shall be drained to prevent standing water.

G. The owner shall provide drinking water facilities at all public bathing places and ensure that water used for drinking, food preparation, cleaning or personal hygiene is provided from a supply approved by the D.E.R.

H. Where food service is provided, the food service facilities and operations shall comply with the Radnor Township ordinances relating to food service.[1]

§ 120-5 Plumbing and electrical standards.

A. All plumbing connections and modifications to existing plumbing facilities at or to any public bathing place shall be performed in conformance with provisions of Chapter 218, Plumbing.

B. Electrical installations and modifications to existing electrical facilities at or to any public bathing place shall be performed in conformance with provisions of Chapter 156, Electrical Standards. Electrical installations at all public bathing places, and any future additions or modifications to such installations, prior to being placed in service and every three years thereafter, shall be inspected and approved by an electrical inspection agency approved by the Township. Evidence of such approval shall be filed with the Community Development Department by the owner.

§ 120-6 Garbage and refuse.

The owner of a public bathing place shall provide for the storage and collection of all garbage and refuse in a sanitary manner and as often as necessary to prevent a health hazard public nuisance.

A. Storage. All garbage and refuse containing food wastes shall, prior to disposal, be kept in leakproof, nonabsorbent, rust- and corrosion-resistant containers of adequate number, which shall be kept covered with tight-fitting lids. Any other manner of garbage and refuse storage may be used if approved by the Community Development Department. All other refuse shall be stored in containers, of sufficient numbers and size, in a manner so as to prevent arthropod or rodent problems and other nuisances.

B. Cleaning of area. Adequate cleaning facilities shall be provided, and each container, room or area shall be thoroughly cleaned after each emptying or removal of garbage and refuse.

§ 120-7 Arthropod and rodent control.

Adequate measures for the control of arthropods and rodents which the Department deems a public health hazard shall be taken in a manner satisfactory to the Department.

§ 120-8 Sewage disposal.

All sewage systems serving public bathing places shall be subject to all applicable Township and D.E.R. regulations. The method for discharge of filter backwash and other pool waste water into the waters of the commonwealth shall be approved in the D.E.R. permit or by other applicable regulations of the D.E.R.

§ 120-9 Reporting death, injury or illness.

The owner shall:

A. Notify the Community Development Department within 24 hours of a drowning, near drowning, death or serious injury occurring at the facility.

B. Notify the Department of any incident creating a potential problem of health or safety significance.

§ 120-10 Maintenance of facilities not in use.

The owners of all public bathing places not in use shall maintain one of the following conditions:

A. Inoperable facilities shall be locked and secured at all times to prevent uncontrolled access.

B. Facilities which are abandoned shall be filled with material subject to the approval of the Township.

C. All pools shall have a means of being adequately secure, other than a "Pool Closed" sign, when supervision is not available.

§ 120-11 Storage of pool chemicals.

Owners shall ensure that chemicals are properly stored in a designed area to minimize safety risk.
