Any person who fails to comply with the provisions of this chapter, shall be guilty of an offense and, upon conviction thereof, shall pay a fine of not less than $100 nor more than $1,000, plus costs of prosecution. Each day during which any violation of this chapter continues shall constitute a separate offense and shall be punishable as such.
