GENERAL REFERENCES
Police — See Ch. 27.
As used in this chapter, the following terms shall have the meanings indicated:
APPEARANCE TICKET
A written notice issued and subscribed by a public servant authorized by law to issue the same, directing a designated person to appear in a designated local criminal court at a designated future time charging him with the commission of a designated offense. A notice conforming to such definition constitutes an "appearance ticket," regardless of whether it is referred to in some other provision of law as a summons or by any other name or title.
The following persons are hereby authorized and empowered to issue and serve appearance tickets, provided that the issuance thereof is made pursuant to their statutory authority and otherwise consistent with the terms and provisions of this chapter:

A. 
All state and county laws may be enforced by the issuance of appearance tickets.
B. 
All Village of Mount Kisco local laws may be enforced by the issuance of appearance tickets unless otherwise stated in the appropriate chapter thereof.
Every appearance ticket that is issued pursuant to the provisions of this chapter shall include the following:
A. 
Name and address of party(s) to whom ticket is issued.
B. 
Citation of law(s) and the appropriate section(s) allegedly violated.
C. 
Place and date of alleged violation(s).
D. 
Place, date and time that party(s) is (are) required to appear in court.
E. 
Date of issuance of appearance ticket(s).
F. 
Title and signature of issuing officer(s).
G. 
Date by which party(ies) can plead guilty and pay a fine (Class III violations only).

A. 
Class I and Class II violations. Any person who receives an appearance ticket for a violation described as a Class I or Class II violation must answer each appearance ticket by personally appearing in court on the return date at the time and place specified therein.
B. 
Class III violations. Any person who receives an appearance ticket for a violation described as a Class III violation and wishes to admit to the violation as charged in the appearance ticket may complete the back of the form of the appearance ticket and waive a hearing in court. In addition, a check or money order in the amount of the penalty for the violation charged must be submitted to the address listed on the appearance ticket with such answer. The penalty for admitting the charge by mail shall be in the amount listed in Chapter 1, Article III. Alternatively, any person charged with a Class III violation may answer the violation by personally appearing in court on the return date at the time and place specified therein.

After 60 days, unpaid fines or other charges pursuant to this chapter may constitute a lien upon the property at which the violation occurred. In addition, failure to appear in court or properly respond may result in the issuance of a summons or warrant.
