No person shall be present within the Ward Brothers Memorial Rowing Park at any time between sunset and sunrise except by duly enacted license agreement or when permission is specifically granted, in writing, by the City Manager or the City Council for a special event.
A. 
No person shall cause any barge, boat, ship or other vessel powered by any means other than wind or human muscle to be launched from or grounded at the shore of the Ward Brothers Memorial Rowing Park, nor shall any such vessel be made fast to any dock or mooring at such park except by duly enacted license agreement or when permission is specifically granted, in writing, by the City Manager or the City Council for a special event.
B. 
No person shall cause any barge, boat, ship or other vessel to be launched into or removed from the Hudson River at Ward Brothers Memorial Rowing Park by means of any mechanical device except by duly enacted license agreement or when permission is specifically granted, in writing, by the City Manager or the City Council for a special event.
