Pursuant to the Real Property Tax Law § 512, the date for the meeting of the Board of Assessment Review for the Town of Owasco is hereby changed from being the fourth Tuesday of the month of May of each year to the new date which shall now be the second Wednesday following the fourth Tuesday of the month of May each year.
This article shall be in effect for the year 1999 and for all subsequent years until it shall be changed by this Board or by the New York State Legislature.

There is hereby established a Town Citizens Advisory Committee on assessment valuation methodology applicable to and supporting the assessment rolls of the Town of Owasco to assemble and review data from property owners contesting assessments hereafter; to review, assess and evaluate the appraisal and valuation principles as applied to assessment practices throughout the Town of Owasco; and to aide and assist the Town Assessor therein.
A. 
The members of the Committee shall be appointed by the Town Board of the Town of Owasco and shall consist of two representatives from the Lakeshore District within the Town, two representatives from the Residential District and two representatives from the Agricultural/Residential District.
B. 
The Town Board shall designate from the appointed members one member to serve as Chairperson of said Committee for a term of two years.
Upon the initial appointment of the members of the Committee, one member from each designated district shall be appointed for a term of two years and the other appointed member of that district for a term of three years. Thereafter, upon the expiration of their initial terms, all members of the Committee shall be appointed for a term of two years.
Each member appointed shall be a resident of the Town of Owasco and shall be knowledgeable in the area of real property appraisal and valuation methodology.
No member shall receive any compensation.
The purpose of the Committee is advisory only and intended to merely assist the Town Assessor in use and application of proper, acceptable and recognized appraisal and valuation methodology in setting assessments for properties within the Town of Owasco.
The Citizen Advisory Committee shall:
A. 
Meet monthly to accumulate, review and assess property value assessment data throughout the Town.
B. 
Have minutes taken of such meeting of the Citizens Advisory Committee and make them available to the public within two weeks from the date of the meeting.
C. 
Assemble and review data from property owners who filed grievances contesting their assessments and to make available such data to the Town Assessor or to the Board of Assessment Review.
D. 
Consult from time to time with the Town Assessor concerning proper and acceptable valuation methodologies and data in the establishment of property assessments within the Town.
E. 
Annually, by December 31 of each year, submit to the Town Board a written report concerning the work and activities of the Committee during the year.
