Unless the context specifically indicates otherwise, the meaning of terms used in this article shall be as follows. "Shall" is mandatory; "may" is permissive.
ADMINISTRATORThe Town Board of the Town of Woodstock, New York, or its authorized agent or representative.
BUILDING DRAINThat part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer beginning three feet outside the inner face of the building wall.
BUILDING SEWERThe extension from the building drain to the septic tank.
DISTRICTThe Central Wastewater Disposal District as established by resolution of the Town Board September 29, 1980.
DISTRICT-OWNED SYSTEMAn on-site wastewater disposal system, or portion thereof, designed and constructed by the District or the Town of Woodstock or by contract to which the District or Town is a party or for which a transference of ownership to the District or Town has been made and legally recorded on the deed for the property on which the system is located.
EASEMENTAn acquired legal right for the specific use of land owned by others.
GARBAGEThe animal and vegetable waste resulting from the handling, preparation, cooking and serving of foods.
INDUSTRIAL WASTESThe wastewater from industrial processes, trade or business as distinct from domestic or sanitary wastes.
ON-SITE WASTEWATER DISPOSAL SYSTEMAn arrangement of devices, structures and equipment for the treatment and disposal of wastewater, located on or near the site of the buildings serviced by the system.
NATURAL OUTLETAny outlet, including storm sewers, discharging into a watercourse, pond, ditch, lake or other body of surface water or groundwater.
PERSONAny individual, firm, company, association, society, corporation or group.
pHThe logarithm of the reciprocal of the hydrogen ion concentration. The concentration is the weight of hydrogen ions, in grams, per liter of solution. Neutral water, for example, has a pH value of seven and a hydrogen ion concentration of 10-7.
PROPERLY SHREDDED GARBAGEThe waste from the preparation, cooking and dispensing of food that has been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than 1/2 inch (1.27 centimeters) in any dimension.
SEPTIC TANKA watertight receptacle which receives the discharge of sewage from a building sewer or part thereof and is designed and constructed so as to permit settling of settleable solids from the liquid entrapment of floatable oil, digestion of the organic matter by detention, and discharge of the liquid portion into a subsequent component of a wastewater disposal system.
SUSPENDED SOLIDSTotal suspended matter that either floats on the surface of or is in suspension in water, wastewater, or other liquids and that is removable by the laboratory filtering as prescribed in Standard Methods for the Examination of Water and Wastewater, latest edition, and referred to as "nonfilterable residue."
TOWN BOARDThe legally constituted Town Board of the Town of Woodstock, New York.
UNPOLLUTED WATERWater of quality equal to or better than the effluent criteria in effect, or water that would not cause violation of receiving water quality standards and/or would not be benefitted by discharge to the wastewater disposal system provided.
WASTEWATERThe liquid and water-carried wastes from residences, commercial buildings, industrial plants and institutions, together with any groundwater, surface water and stormwater that may be present.
WATERCOURSEA natural or artificial channel for the passage of water either continuously or intermittently.
