No person shall deposit, place or throw any ashes, papers, garbage, refuse, rubbish, used cans, used glassware, broken glassware, dirt, cinders or waste matter, or permit the same to be done, within the boundaries of any streets, roads, highways or public places.
Any person violating any provisions of this article shall be guilty of a violation, punishable, upon conviction, by a fine of $250 or by imprisonment for not more than 15 days, or both.
