The purpose of this chapter is to enable the appropriate officers and employees of the Village of Owego to exercise and enjoy the powers and immunities of the Commissioner of Agriculture and Markets with respect and in regard to the Dutch elm disease and as authorized by § 169 of the Agriculture and Markets Law.
The Board of Trustees of the Village of Owego and the Superintendent of Public Works of the Village of Owego and such other officers and employees of the village as may be designated by the Village Board are hereby authorized to exercise and enjoy the powers and immunities prescribed and granted in §§ 164, 165 and 167 of the Agriculture and Markets Law with respect and in regard to the Dutch elm disease within the Village of Owego.
