This chapter is enacted to comply with § 13(5) of the Village
Home Rule Law (now § 20 of the Municipal Home Rule Law) which requires
enactment of an initial local law specifying the minimum notice to be given
of public hearings on local laws to be enacted thereafter.
No local law shall be enacted hereafter unless preceded by a public
hearing of which at least five days' prior notice has been given. Such
notice shall be given either by publishing in the official newspapers of the
village or by posting in at least four public places in the village the time
when and the place where such hearing will be held. Such notice shall also
describe the local law to be enacted in general terms.
