Subject to the waiver provisions of § 49-17, an individual serving in any of the various offices of Chief of the Owego Fire Department may reside anywhere within a six-mile-radius of 87 North Avenue or anywhere in the area provided with fire protection pursuant to a contract with the Village and need not be a resident of the Village of Owego.
