In R2 Districts, the regulations in this article shall apply.

In an R2 District, a building may be erected, altered or used and a lot or premises may be used for any of the following purposes and for no other:
A. 
All uses permitted in R1 Districts subject to all provisions specified for such district.
B. 
Two-family dwellings.
C. 
Business and professional offices.

(1) 
Professional and business offices for doctors, dentists, engineers, teachers, lawyers, stockbrokers, insurance agents, real estate brokers, artists, architects or members of any recognized profession shall be permitted; provided, however, that no person shall be permitted to use such building or any part thereof for any profession or business creating unreasonable levels of noise or obnoxious odors considering the neighborhood in which such building is located; and provided, further, that a special permit be obtained from the Zoning Board of Appeals as provided in § 195-39 of this chapter; provided, further, that such professional or business use of the premises, if not validly existing on or before September 1, 1990, pursuant to a special use permit approved and issued by the Village of Owego Zoning Board of Appeals, shall be permitted only if the owner of the property also resides in and uses at least 40% of the available floor space of the structure as his/her or their primary residence and also only if the business or professional activity being conducted therein is also owned and/or operated by the owner of the premises.
(2) 
Any special permit issued pursuant to this section and § 195-39 of this chapter shall be personal to the applicant, may not be assigned and shall terminate upon the sale of the property and/or business.
The building height regulations in an R2 District shall be the same as required for R1 Districts.
In an R2 District:
A. 
Single-family dwelling units shall conform with lot area requirements specified in § 195-49 of this chapter.
B. 
The lot area shall not be less than 5,000 square feet per dwelling unit for two-family units, and the lot width for such dwelling units shall not be less than 65 feet.
The maximum lot coverage permitted in an R2 District shall be the same as permitted for R1 Districts.
In an R2 District, each lot shall have front, side and rear yards of not less than the following dimensions:
A. 
Front yard: 25 feet.
B. 
Side yard: No side yard shall be less than six feet, and the aggregate measurement of both side yards shall be not less than 15 feet.
C. 
Rear yard: 30 feet.
In an R2 District, accessory building height, yards and coverage shall be the same as required in R1 Districts.
