No person without first obtaining an annual license shall own or conduct
an employment agency in the village or therein conduct as owner, agent, manager
or contractor, an intelligence office, domestic and commercial employment
agency or any agency or office for the purpose of procuring help or engagements
for persons seeking employment or engagements, where a fee or other valuable
consideration is charged for such services.

The fee payable for such license shall be as set forth in Chapter
175, Fees.
Every license hereunder shall contain the name of the person licensed,
a designation of the street and of the house in which the person licensed
is authorized to carry on the said employment agency. Such license shall not
be valid to protect any other than the person to whom it is issued or any
place others than that designated in the license.
It shall be the duty of every person licensed hereunder to keep a register,
approved by the Village Clerk and subject to his inspection at any reasonable
time, in which will be entered, in the English language, the date of the application
for employment, the name and address of the applicant to whom is promised
or offered or to whom information or assistance is given in respect to such
employment, the amount of the fee received and whenever possible the names
and addresses of former employers or persons to whom such applicant is known.
Such licensed person shall also enter in the same or in a separate register,
approved by the Village Clerk, in the English language, the name and address
of every applicant accepted for help, the date of such application, kind of
help requested, the names of the persons sent, with the designation of the
one employed, the amount of the fee received and the rate of wages agreed
upon. No such licensed person, his agent or employees, shall make any false
entry in such registers. It shall be the duty of every licensed person, whenever
possible, to communicate orally or in writing with at least one of the persons
mentioned as references for every applicant for work in private families or
employed in a fiduciary capacity, and the result of such investigation shall
be kept on file in such agency.
Every such licensed person shall give to each applicant for employment
a card or printed paper containing the name of the applicant, the name and
address of such employment agency and the name and address of the person to
whom the applicant is sent for employment, the kind of services to be performed,
rate of wages or compensation, the time of such service, if definite, and
if indefinite to be so stated, the name and address of the person authorizing
the hiring of such applicant and the cost of transportation if the services
are required outside of the village.
