The purpose of this chapter is to protect the public health, welfare
and safety by regulating the operation of snowmobiles on Village streets and
public lands of Pulaski in a manner which will be compatible with the use
of such streets for vehicular and pedestrian travel and other uses, and which
will promote the safe and proper use of the snowmobiles and minimize detrimental
effects of such use on the environment. It is further intended herein that
the use of snowmobiles as herein allowed shall be for the purpose of gaining
access to a permissible area to another, and not for "pleasure operating."
Operation of snowmobiles on Village streets shall be subject to the applicable provisions of Article 25 of the Parks, Recreation and Historic Preservation Law, the rules and regulations of the Office of Parks, Recreation and Historic Preservation, and the rules, restrictions and conditions set forth in §
113-5 of this chapter.
A. Emergencies. When authorized or directed by the Mayor
a snowmobile may be operated on any portion of the public highways for the
purpose of a special emergency as authorized by Subdivision 2 of § 25.05
of the Parks, Recreation and Historic Preservation Law.
B. Impassable outside banks or shoulders. Snowmobiles may
be operated on the roadway of the following highways since the outside banks
or shoulders are impassable or nonexistent by reason of normally prevailing
snow conditions or conditions of terrain:
(1) View Road its entire length.
(2) Lincoln Avenue from its intersection with Oswego County
right-of-way on the westerly side of North Street westerly its entire length.
(3) Erie Street from its intersection with the Oswego County
right-of-way on the northerly side of Lake Street, northerly its entire length.
(4) Niagara Street for its entire length except where it
intersects the Oswego County right-of-way on Lake Street.
(5) Park Street from the westerly line of Broad Street, westerly
to its end except that from Monday to Friday of each week from 7:30 a.m. to
9:00 a.m. and from 2:30 p.m. until 4:00 p.m. snowmobile use is forbidden except
in the case of emergency as hereinbefore provided or as otherwise provided
by law.
(6) Bridge Street from the westerly line of Jefferson Street
westerly and then northerly to its intersection with the Oswego County right-of-way
on the southerly side of Lake Street.
(7) Forest Drive its entire length.
(8) Church Street from the south line of the Oswego County
right-of-way on Lake Street, southerly its entire length.
(9) James Street its entire length.

High Street from the easterly line of the New York State
Route 11 right-of-way easterly to its entire length.
(11)
Box Street from the easterly line of the New York State
Route 11 right-of-way easterly to its entire length.
(12)
Glen Avenue from the easterly line of the New York State
Route 11 right-of-way easterly to its entire length.
(13)
Lewis Street from the easterly line of the New York State
Route 11 right-of-way easterly to its entire length.
(14)
Furnace Street from the easterly line of the New York
State right-of-way easterly to its entire length.
(15)
Pine Street from the northerly line of the Oswego County
right-of-way on Maple Avenue northerly to its entire length.
(16)
Delano Street from the easterly line of the New York
State right-of-way easterly to its entire length.
(17)
Price Drive from the easterly line of the New York State
right-of-way easterly to its entire length.
(18)
Hinman Road from its intersection with the Oswego County
right-of-way on the northerly side of Lake Street westerly along said street
to its end at the corporate limits.
(19)
Nelson Avenue from its intersection with the easterly
line of the New York State Route 11 right-of-way easterly and southerly to
its entire length.
(20)
Johnson Drive its entire length.
(21)
Bentley Avenue its entire length.
(22)
Jefferson Street southerly from its intersection with
the New York State Route 11 right-of-way on the south, southerly to the Penn
Central right-of-way with the exceptions of the Long Bridge and the New York
State right-of-way on Route 13.
(23)
Scotch Grove Road westerly from the westerly line of
New York State right-of-way westerly to its entire length.
(24)
Maple Avenue extension easterly from its intersection
with Oswego County Route 2 right-of-way to its entire length.
(25)
Hill Street from its intersection with northerly line
of New York State Route 13 right-of-way, northerly, easterly and westerly
to its entire length.
(26)
Mitchell Street its entire length with exception of New
York State Route 13 right-of-way to its entire length.
C. Sidewalks. Unless otherwise permitted by law, the use
and operation of snowmobiles on public sidewalks is prohibited.
The use and operation of snowmobiles other than on the streets aforestated
is prohibited in any public lands in the Village of Pulaski, other than at
Dunbar Field where snowmobiles may be operated for recreational purposes.
Whenever the operation of a snowmobile is permitted on the shoulder
or roadway of any Village Street or portion thereof as provided in this chapter,
the following conditions and restrictions are hereby imposed to all such snowmobile
operations:
A. Hours of operation. No person shall operate snowmobiles
on any Village street between the hours of 12:00 midnight and 8:00 a.m., except
that on Friday and Saturday the prohibited hours shall be between 2:00 a.m.
and 8:00 a.m.
B. Age of operators on Village streets. No person under
the age of 18 years shall operate a snowmobile on any Village street, except
an infant between the ages of 10 and 18 when accompanied by parent and if
other requirements of the law have been met.
C. Unattended snowmobiles. It shall be unlawful for any
owner or operator to leave or allow a snowmobile to be left unattended on
any Village street while the motor is running or with any key for starting
the same left in the ignition or elsewhere in said snowmobile.
D. Speed limit. No person shall operate a snowmobile at
a speed in excess of 10 miles per hour.
E. "Pleasure operating" prohibited; exception. Other than
at Dunbar Field, pleasure operating of snowmobiles within the Village of Pulaski
is prohibited.
