The documents to be submitted are intended to provide sufficient information and data to assure compliance with all municipal codes and specifications and ensure that the proposed subdivision meets the design and improvement standards contained in this chapter. The specification of documents to be submitted is based on the type of subdivision and stage of application.
A. 
A rough scaled sketch plan shall be drawn on paper or other suitable material at a standard scale of not more than 200 feet to one inch. It shall show the following information:
(1) 
The name of the proposal, including the name, address of the subdivider(s) and a written and a clear statement of the applicant's intent.
(2) 
The North point, graphic scale, date and general location map.
(3) 
If the applicant intends to develop the tract in stages, the entire tract shall nevertheless be included. All other lands contiguous to the proposal owned by the applicant shall be shown on the map with the approximate acreage.
(4) 
Ground contours for the parcel and parcels adjacent to and within 200 feet of the tract to be subdivided at intervals of not more than 10 feet of elevation and all pertinent topographic features within the site and the adjoining tract, including existing and proposed buildings, environmental features such as steep slopes, watercourses, waterbodies, wetlands and wooded areas. Features to be retained or those to be removed should be so indicated.
(5) 
The approximate lines of proposed streets, lots and recreation areas or other permanent open space, the location of other municipal boundaries adjacent to the project and an indication of location of existing and proposed utilities.
(6) 
An indication of the zoning of the tract and any other local restrictions of use.
(7) 
The proposal's relationship to all local plans, including the Town Master Plan, Local Waterfront Revitalization Plan and any other related plan.
(8) 
The general conditions of the entire site proposed for subdivision or its location with respect to a floodway or floodplain.
B. 
Any of these specifications can be waived by the Town Board or its designee.
The following information shall be required for all plat submissions:
A. 
The name of the proposal, name and address of the subdivider and professional advisors, including license numbers and seals, and a written, clear statement of the subdivider's intent.
B. 
A map of the property, prepared by a professional engineer licensed in New York State, drawn to scale on paper or other suitable material at a scale of one inch to 50 feet, one inch to 100 feet or one inch to 200 feet, showing:
(1) 
The scale, north arrow and general location map.
(2) 
Subdivision boundaries.
(3) 
Contiguous properties and names of owners.
(4) 
Existing and proposed roads, sidewalks, utilities, structures, drainage systems and drainageways.
(5) 
Watercourses, marshes or other wetlands, floodplains, wooded areas, public facilities and other significant physical features on or near the site.
(6) 
The proposed pattern of the lots, including lot widths and depths, road layout, open space, drainage, water supply and sewage disposal facilities. Calculations for utility designs must be prepared by a New York State licensed professional engineer.
(7) 
Proposed alterations of the existing topography.
(8) 
Integration to the New York State Plane Coordinate System.
(9) 
A complete environmental assessment form (long or short form, as appropriate).
(10) 
The acreage of the parcel to the nearest tenth acre.
(11) 
The date of the original and all revisions.
C. 
If the subdivider intends to develop the tract in stages, the entire tract shall nevertheless be included. All other lands contiguous to the proposal owned by the subdivider shall be shown on the map with the approximate acreage.
D. 
Ground contours for the parcel and parcels adjacent to and within 200 feet of the tract to be subdivided at intervals of not more than 10 feet of elevation and all pertinent topographic features within the site and the adjoining tract, including existing and proposed buildings, environmental features such as steep slopes, watercourses, waterbodies, wetlands and wooded areas. Features to be retained or those to be removed should be so indicated.
E. 
A copy of the Tax Map(s).
F. 
Existing restrictions on the use of land, including easements, covenants and zoning requirements.
G. 
The total acreage of the subdivision and the number of lots proposed.
H. 
The building types, approximate size and cost.
I. 
Appropriate signature blocks for required approvals and listing of necessary permits.
J. 
The proposal's relationship to all local plans, including the Comprehensive Plan, local area plans, Local Waterfront Revitalization Plan and any other appropriate local plan.
K. 
The location of suitable monuments to be placed at block corners or other necessary points as required by the Town Board.
The following shall be submitted with all applications for approval of a final plat for a minor subdivision:
A. 
One copy of the plat to be submitted to the County Clerk, drawn with ink on appropriate material, plus two paper copies.
B. 
All information specified under § 185-27 herein, updated and accurate.
C. 
Data acceptable to the Town Board to readily determine the location, bearing and length of every road line, lot line and boundary line, sufficient to allow for the reproduction of such lines on the ground.
D. 
A statement that all on-site sanitation water supply facilities shall be designed to meet the specifications of the State Department of Health.
E. 
A copy of any covenants or deed restrictions that are intended to cover all or part of the tract.
F. 
Any additional information which is deemed necessary by the Town Board.
G. 
Any required fees.
H. 
A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter 73, Stormwater Management, of the Code of the Town of Tonawanda, if applicable. The SWPPP shall meet the performance and design criteria and standards in § 73-9 of the Code of the Town of Tonawanda. The approved final plat shall be consistent with the provisions of Chapter 73 of the Code of the Town of Tonawanda.

Editor's Note: This local law provided that it shall be effective on the first day of January after it shall have been adopted and filed with the office of the Secretary of State. Said local law was filed 11-23-2007.
The following shall be submitted with all applications for approval of a preliminary plat for a major subdivision:
A. 
Five copies of the plat map, drawn to scale. The map scale shall be one inch to 100 feet, unless otherwise specified by the Town Board.
B. 
All information specified under § 185-27 herein, updated and accurate.
C. 
All parcels of land proposed to be dedicated to public use and the conditions of such use.
D. 
Grading, erosion control and landscaping plans.
E. 
The width and location of any roads or public ways and the width, location, grades and road profiles of all roads or public ways proposed by the developer.
F. 
The approximate location and size of all proposed waterlines, hydrants and sewer lines, showing connection to existing lines.
G. 
The drainage plan, indicating profiles of lines or ditches and drainage easements on adjoining properties.
H. 
Plans and cross sections showing sidewalks, road lighting, roadside trees, curbs, water mains, sanitary sewers and storm drains; the character, width and depth of pavements and subbase; and the location of any underground cables.
I. 
Preliminary designs for any bridges or culverts.
J. 
The proposed lot lines with approximate dimensions and area of each lot.
K. 
An actual field survey of the boundary lines of the tract, based on the New York State Plane Coordinate System, giving complete description by bearings and distances, made and certified by a licensed surveyor. The corners of the tract shall also be marked by monuments of such size and type as approved by the Town Engineer shown on the plat.
L. 
A copy of all covenants or deed restrictions intended to cover all or part of the tract.
M. 
A draft environmental impact statement, if required.
N. 
Where the preliminary plat submitted covers only a part of the subdivider's entire holding, a sketch of the prospective future road and drainage system of the unsubdivided portion.
O. 
Any additional information as deemed necessary by the Town Board.
P. 
Any required fees.
Q. 
A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter 73, Stormwater Management, of the Code of the Town of Tonawanda, if applicable. The SWPPP shall meet the performance and design criteria and standards in § 73-9 of the Code of the Town of Tonawanda. The road lines and proposed street names, pedestrianways, lots, easements and areas to be dedicated to public use.
D. 
Data acceptable to the Town Board to readily determine the location, bearing and length of every road line, lot line and boundary line, sufficient to allow for the reproduction of such lines on the ground.
E. 
The length and bearing of all straight lines, radii, arc lengths and central angles of all curves. Tangent bearings shall be given for each road. All dimensions of the lines of each lot shall also be given. The plat shall show the boundaries of the property, locations, graphic scale and true North point.
F. 
All offers of cession and any covenants governing the maintenance of unceded open space shall bear the certificate of approval of the Town Attorney as to their legal sufficiency.
G. 
Permanent reference monuments shall be shown and constructed in accordance with Town Board specifications.
H. 
Approval of the State Health Department of water supply systems proposed or installed. Approval of the Erie County Department of Environment and Planning and the New York State Department of Environmental Conservation or the New York State Department of Health, as appropriate, for sewage disposal systems proposed or installed.
I. 
An accepted environmental impact statement, if required.
J. 
Construction drawings, including plans, profiles and typical cross sections, as required, showing the proposed location, size and type of roads, sidewalks, road lighting standards, roadside trees, curbs, water mains, sanitary sewer or septic systems, storm drains or ditches, all other pipelines, pavements, subbase and other facilities.
K. 
Evidence of the legal ownership of the property.
L. 
Existing and proposed deed restrictions, in form for recording.
M. 
Any other data such as certificates, affidavits, endorsements or other agreements as may be required by the Town Board.
N. 
A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter 73, Stormwater Management, of the Code of the Town of Tonawanda, if applicable. The SWPPP shall meet the performance and design criteria and standards in § 73-9 of the Code of the Town of Tonawanda. The approved final plat shall be consistent with the provisions of Chapter 73 of the Code of the Town of Tonawanda.

When an application concerns a subdivision of uncomplicated nature, such as a small subdivision along an existing road that requires no installation of public facilities, the Town Board may waive certain submission requirements.
