All Town local laws, ordinances and/or resolutions or portions thereof regulating traffic and the parking, standing and stopping of vehicles in the Town, exclusive of the Village of Kenmore, which were made effective prior to the effective date of this chapter are hereby repealed. Such repeal includes, but is not limited to, Chapter 43 of the Code of the Town of Tonawanda, New York, entitled "Vehicles and Traffic," and Local Law No. 1-1980, as amended by Local Law No. 2-1980, relative to the establishment of maximum speed limits on certain highways in the Town. Such repeal does not include Local Law No. 2-1966, regulating the outdoor storage of abandoned, junked, discarded or unlicensed motor vehicles.
This repeal shall not affect or impair any act done or offense committed or liability, penalty, forfeiture or punishment incurred prior to the time such repeal takes effect, but the same may be enforced or prosecuted as fully and to the same extent as if such repeal had not been effected. Furthermore, all actions and proceedings commenced under or by virtue of the laws repealed hereby and pending immediately prior to the taking effect of the repeal of said laws may be prosecuted and defended to final effect in the same manner as they might if such provisions were not so repealed.
