This chapter is designed to regulate stormwater runoff, erosion and sedimentation to protect and preserve surface water and groundwaters of the Township and to protect the health, safety and general welfare of Township residents.
The objectives of this chapter are as follows:
A. 
To maintain (or improve) year-round flows and water quality in all streams and watercourses of the Township.
B. 
To control runoff, erosion and sedimentation as close to the location where it is induced as is possible.
C. 
To maximize recharge of groundwater and encourage storage of rainfall to sustain groundwater supplies and stream flows.
D. 
To limit the use of stormwater structures which will present maintenance problems and to encourage the design of structures which will permit multiple uses including recreation.
E. 
To ensure that the short- and long-term financial obligations of the Township for stormwater management programs, facilities and corrective actions are minimized.
F. 
Within the framework of the above objectives, to make the scope and procedures of this chapter clear to those affected by it, to make compliance with its requirements reasonable and to gain the awareness and support of the residents and property owners within Concord Township for attaining these objectives.
The land disturbance activities covered by this chapter shall be as follows:
A. 
Subdivision and land development activities.
B. 
Construction of separate or additional impervious or semi-pervious surfaces (driveways, parking lots, additions to buildings, etc.).
C. 
Farming operations.
D. 
Logging and woodcutting.
E. 
Nursery and sod operations.
F. 
Outdoor storage.
G. 
Earthmoving which is not part of any of the above.
H. 
Rock quarrying.
Hereinafter in Concord Township, no land or waterway shall be used or modified, no earth shall be disturbed, stripped or moved and no structure or other impervious surface shall be built or extended without full compliance with the terms of this chapter and other applicable regulations.
A. 
Permits and approvals issued pursuant to this chapter do not relieve the applicant of responsibility for securing required permits for work to be done which is regulated by any other applicable code, rule, act or ordinance. This chapter shall not preclude the inclusion in such other permit or more stringent requirements concerning regulation of stormwater and erosion.
B. 
In particular, this chapter is designed to work in concert with Chapter 160, Subdivision and Land Development, and Chapter 82, Building Construction, Article II, Building Code. Any applicant for approval under either chapter shall be subject to the requirements of this chapter.
