Signs shall be prohibited on utility and/or
traffic poles in consideration of the public safety and concerns and
to preserve the order and cleanliness of the city.
No person, firm, corporation or association
shall nail, tack, glue, hang or otherwise have affixed or locate,
or be the subject and/or beneficiary of any signs, posters, banners,
bumper stickers or otherwise, on utility and/or traffic poles in the
city. Only notices placed by the utility companies; the City of Greensburg
or notices for community/neighborhood events within the City of Greensburg
limits shall be lawfully affixed per the Pennsylvania Crimes Code and other applicable ordinances.
No sign, poster, banner or bumper sticker shall
be posted longer than 15 days unless it is of an official notice.
It shall be the responsibility of the utility company, city or persons
responsible for the community/neighborhood event who affixed or placed
any signs, posters, banners or bumper stickers to remove all parts
of the notice including the method used to secure to the pole(s).
Any person, firm, corporation or association
who had affixed or located any sign, posters, banners or bumper stickers
on utility and/or traffic poles in violation of any provision of this
article shall remove the same within a period of 24 hours of being
notified by the city, to remove the aforesaid from the pole, provided
that the city can reasonably ascertain the owner of the sign, poster,
banner or bumper sticker. If removal is required by the city, the
cost of removal of the same by the city may be billed and assessed
to the person, firm, corporation or association who affixed to said
sign, poster, banner or bumper sticker.
Any person, firm, employee, corporation or association,
who shall violate or shall fail, neglect or refuse to comply with
any provision of this article, shall be fined $50 per day for each
violation.
