From and after the passage and approval of this article, the following regulations shall govern and control the width and construction of all streets and highways in the City of Greensburg, whether the same are built and constructed by the City of Greensburg or constructed by private persons, firms or corporations in subdivisions within the City.
A. 
Grades. The street grades shall be submitted to the Municipal/Consulting Engineer and the Director of Streets and Public Improvements for checking and then presented to the Council for approval.

B. 
Preparation of streets for paving.

(1) 
Where slopes, fills, embankments, walls or culverts are necessary and required, the same shall be presented to the Municipal/Consulting Engineer and the Director of Streets and Public Improvements for tentative approval before presentation to the Council for approval.
(2) 
Sanitary sewers shall not be constructed or laid until a permit shall be secured from the Commonwealth of Pennsylvania and plans approved by the Municipal/Consulting Engineer. The size of pipe and pipe material shall be designated before being submitted to the City for approval.
(3) 
Storm sewers shall be constructed under the supervision of the Municipal/Consulting Engineer only after the plans, size of pipe, pipe material, etc., have been approved by the City.
(4) 
All water, gas, steam pipes or conduits shall be laid prior to street construction, and the laterals, branches or extensions of the same shall be extended to the inside lot line of curb under the supervision of the Municipal/Consulting Engineer.
C. 
Street width. All newly constructed street widths between concrete and monolithic curbs shall not be less than 24 feet bottom of curb to bottom of curb. The typical asphalt street with an asphalt wedge curb will be 27 feet from back of curb to back of curb. Details for concrete, monolithic and asphalt curbs will be provided upon request from Planning and Development.

D. 
Street and curb construction.

(1) 
Street construction. Streets shall be constructed with bituminous paving with boxed concrete curbs, monolithic curbs or wedged asphalt curbs with prior approval from the Planning Director as per the City’s Sidewalk and Curb Details for Downtown and Residential Areas. Sidewalk and curb details may be obtained from Planning and Development. All streets shall be constructed with the materials and in accordance with the methods and requirements as set forth under the current state specifications of the Department of Transportation of the Commonwealth of Pennsylvania.

(2) 
Curb construction, repair and replacement. New curbs shall be constructed in accordance with Subsection D(1) under this article. Repairs and replacement of any existing curbs shall be done in the same manner as the existing curbs with the exception of the extruded-type curbs.
E. 
Bonds. A labor and material and a maintenance bond for a period of two (2) years shall be furnished from each and every contractor or subdivision owner or owners in favor of the City of Greensburg prior to all street construction.
