Whenever the City of Greensburg is about to pave or improve any street or part thereof, the owners of all properties, improved or unimproved, abutting upon such street or part thereof are hereby required, at their own expense, before the paving or improvement thereof, to connect their respective properties with all sewer, water and gas lines laid along said street by laying branch pipes from said main lines to the curb.

Whenever any such street or part thereof is to be paved or improved, the city shall give ten (10) days' written notice to all abutting property owners to comply with § 232-17, and upon failure of any such property owner to comply with such notice within such time limit, the city shall lay such branch pipes and shall collect the cost of such pipes and the laying thereof, with a penalty of ten per centum (10%) added thereto, from such defaulting property owner.
