For the purpose of use in this chapter, the
following terms and words are herein defined.
A. Words used in the present tense include the future tense; the singular
number includes the plural and vice versa; the words "used for" or
"used by" include the meaning "designed or redesigned for."
B. References to the term "Planning Director" and the duties and responsibilities
of the Planning Director position shall include the Planning Director
and their designee.
As used in this chapter, the following terms
shall have the meanings indicated:
ACCESSORY USE OR STRUCTURE
A use or structure on the same lot with, and of a nature
customarily incidental and subordinate to, the principal use or structure.

ADVERTISING DISPLAY AREA
The advertising display surface area (copy area) encompassed
within any regular geometric figure which would enclose all parts
of the sign. The structural supports for a sign, whether they are
columns, pylons or a building or a part thereof, shall not be included
in the advertising area.
ALTERATION
Any change or rearrangement in the structural parts of a
building or structure or in the means of egress; any change to or
in a building which would alter its use classification; an enlargement,
whether by extending on a side or by increasing in height; or the
moving of a structure from one location or position to another. See
also “structural alteration.”

AUTOMATIC DETECTION SYSTEM
A system designed to detect products of combustion and provide
automatic audible notification to all buildings' occupants. It shall
be composed of detection devices, alarms, power source, wiring and
other related components as necessary.
AUTOMOBILE
A self-propelled, free-moving vehicle, primarily for conveyance
on a street or roadway.
AUTOMOBILE, NONCOMMERCIAL
An automobile designed and used primarily for transport of
passengers, not including bus, taxicab, limousine or similar vehicle
used for commercial transportation purposes.
BASEMENT
Any area of the building having its floor below ground level
on all sides.

BASIC GRADE
The average between the highest and lowest elevation of the
ground abutting the street walls of a structure, existing or as shown
on the construction plans.
BEACON LIGHT
Any light with one or more beams, capable of being directed
in any direction or directions or capable of being revolved automatically.
BED-AND-BREAKFAST FACILITY
A residential establishment where rooms are to be rented
to transient guests on an overnight basis, including service of breakfast
by the facility.
BOARD
The Zoning Hearing Board established under this chapter.
BUFFER YARDS
Land areas provided to buffer adjoining land uses and shall
be used for the planting of landscape materials. "Buffer yards" shall
not be used for the storage of materials, buildings, parking or loading
areas for motor vehicles or equipment or signs. Driveways and entrances
connecting adjacent parking lots or developments may interrupt the
required buffer yard.
BUILDING
A.
A structure having a roof intended for the support,
enclosure, shelter or protection of persons, animals or property.
B.
A combination of materials to form a permanent
structure having walls and a roof. Included shall be all manufactured
homes and trailers to be used for human habitation.

BUILDING, UNIT GROUP
Two or more main structures grouped upon a single zoning
lot, such as a shopping center, school, church, hospital or institutional
or industrial complexes.
CERTIFIED REHABILITATION
Rehabilitation/construction plans and work which has been
approved by the National Park Service in order to qualify for federal
historic preservation tax incentives.

COMMERCIAL VEHICLE
A vehicle being used for commercial purposes. This definition
shall exclude pickup trucks unless being used for commercial purposes.

COMMISSION
The Planning Commission of the City of Greensburg.
COMMUNICATIONS TOWER
Any structure operated by a public utility or other entity
regulated by the Public Utilities Commission (PUC) or the Federal
Communications Commission (FCC) or operated by any U.S. federal government
agency or other agency, franchisee or authority or agency of the Commonwealth
of Pennsylvania, Westmoreland County, or the City of Greensburg, or
by any police, fire, emergency, medical, or emergency management agency
designed for transmitting or receiving radio, television, or telephone
communications.

COMPLETELY DRY SPACE
A space which will remain totally dry during flooding; the
structure is designed and constructed to prevent the passage of water
and water vapor.

CONDITIONAL USE
In which case the Planning Commission conducts a public hearing,
reviews a site plan and issues its recommendation to the City Council
within 90 days of the date of application. The Council then has an
additional 60 days to act upon the request for conditional use approval.
COUNCIL
The City Council of the City of Greensburg.
COURT
The Court of Commons Pleas of Westmoreland County.
DEVELOPMENT
Any man-made change to improved or unimproved real estate,
including but not limited to the construction, reconstruction, renovation,
repair, expansion or alteration of buildings or other structures;
the placement of manufactured homes; streets and other paving; utilities;
filling, grading and excavation; mining; dredging; drilling operations;
storage of equipment or materials; and the subdivision
of land.

DORMITORY
A building owned or managed which contains dwelling rooms
that provide sleeping and living accommodations solely for students
enrolled at a college, university, or post high school or trade school.

DWELLING
A building or portion thereof designed and used exclusively
for residential occupancy, including one-family, two-family and multiple-family
dwellings, but not including dormitories, hospitals, hotels, institutional
homes, residential clubs, rooming houses, tourist homes, portable
living structures and the like.
DWELLING, MULTIPLE-FAMILY
A building or portion thereof containing three or more dwelling units only. Up to 50% of dwelling units or a maximum of four dwelling units per building may be student homes based on availability of off-street parking. Structures that are registered as student homes pursuant §
265-17G(3)(b) or that are located in the Downtown District shall not be subject to the above student occupancy limitation. Number of students per unit in the multiple-family dwelling (and in dwelling unit) is determined by the Uniform Construction Code (UCC) occupancy load requirements.

DWELLING, ROW
A multiple-family dwelling consisting of dwelling units separated
from each other by side partition or party walls.
DWELLING UNIT
As defined in the Uniform Construction Code (UCC). Occupancy
of dwelling units to be determined by occupancy load calculations
via the UCC.

EMPLOYEE
A person employed in a facility on a full-time basis and
not a resident of the facility.
ERECT
To build, construct, attach, hang, place, suspend or affix
and shall also include the painting of wall signs.
ESSENTIALLY DRY SPACE
A space which will remain dry during flooding, except for
the passage of some water vapor or minor seepage; the structure is
substantially impermeable to the passage of water.

FAMILY
Includes (in either case, exclusive of usual servants):

A.
An individual or two or more persons related
by blood or marriage or adoption living together as a single housekeeping
unit in a dwelling unit; or
B.
A group of not more than three persons who need
not be related by blood or marriage or adoption, living together as
a single housekeeping unit in a dwelling unit and sharing common facilities
as considered reasonably appropriate for a family related by blood,
marriage or adoption.
C.
This definition excludes occupants of a student
home, club, dormitory, fraternity, sorority house, lodge or rooming
house, group quarters and a student home.
FAMILY DAY-CARE HOME
A use in a private residence where a resident provides care
and supervision for persons who are not residents of the property.
FLOOD
A temporary inundation of normally dry land areas.
FLOOD-FRINGE
That portion of the floodplain outside the floodway.
FLOODPLAIN
A relatively flat or low land area adjoining a river, stream
or watercourse which is subject to partial or complete inundation;
or an area subject to the unusual and rapid accumulation or runoff
of surface waters from any source.
FLOODPROOFING
Any combination of structural and nonstructural additions,
changes or adjustments to structures which reduce or eliminate flood
damage to real estate or improved real property, water and sanitary
facilities, structures and their contents.

FLOODWAY
The designated area of a floodplain required to carry and
discharge floodwaters of a given magnitude. For the purposes of this
chapter, the floodway shall be capable of accommodating a flood of
the one-hundred-year magnitude.

FLOOR AREA
The sum of the areas of the floors of a structure measured
from exterior walls, excluding any floor five or more feet below the
basic grade, attics, accessory water tanks or cooling towers, open
breezeways, open porches and terraces.
FLOOR AREA RATIO
The floor area of a building divided by the area of the zoning
lot on which it is placed.
GARAGE
A building or portion thereof designed for the parking or
repairing of one or more automobiles, not including exhibition or
showrooms or storage of cars for sale.
GARAGE, COMMUNITY
A garage used exclusively for the parking of automobiles
by residents of the neighborhood, customers or persons engaged in
conduct of establishments in the immediate vicinity of its location
or by those for whom such establishments are conducted.
GARAGE, MAJOR
Any garage not included within the definitions of minor or
community garage.
GARAGE, MINOR
A garage which is an accessory structure or a part of a main
structure, intended for only the parking of automobiles as an accessory
use (including an unenclosed structure, sometimes known as a "carport").
GROUP CARE FACILITY
A nursing home regulated in a manner similar to that of other
private facilities, which provides personal health care services to
seven or more individuals who are mentally or physically handicapped,
homeless, disabled or are undergoing rehabilitation and are provided
a program to meet their needs. When required, available group care
facilities must be licensed by appropriate federal, state or county
health/welfare agencies.
GROUP HOME
A residential facility with one or more resident counselors
or other staff persons in which no more than the number of persons
permitted by the Commonwealth of Pennsylvania Department of Mental
Health and Mental Retardation and/or the City Code relating to occupancy
permits may reside according to the actual size of the proposed residence.
Group homes shall be permitted in any zoning district that permits
a residential use. A group home of this nature must act as a functional
family for people needing a stable, homelike environment that encourages
and supports maximum independence.

HALFWAY HOUSE
A facility designed to provide residential shelter and rehabilitative
treatment services to persons being treated for drug and/or alcohol
abuse or persons under the supervision of the courts or county, state
or federal parole boards, either after being charged with a criminal
offense or in lieu of criminal charges.
HEALTH CARE DISTRICT
The area that is covered by the following metes and bounds
depicted globally on the attached map, Exhibit E.

HEAT DETECTOR
A device which detects abnormally high temperature or rate-of-temperature
rise.
HEIGHT OF A COMMUNICATIONS TOWER
The vertical distance measured from the ground level to the
highest point on a communications tower, including antennas mounted
on the tower.

HOSPITAL FACILITIES
An institution providing health services primarily for inpatient
medical or surgical care of the sick or injured and including related
facilities such as laboratories, personal care departments, outpatient
departments, training facilities, central service facilities, physical
therapy services, a morgue, administrative offices and similar uses.
Types of hospitals include general, mental, chronic disease and allied
special hospitals such as cardiac, contagious disease, maternity,
orthopedic, cancer, and the like.

IDENTIFIED FLOODPLAIN AREA
The floodplain area specifically identified in this chapter
as being inundated by the one-hundred-year flood. Included would be
areas identified as Floodway (FW), Flood-Fringe (FF) and General Floodplain
(FA).

INTERIOR PARKING LOT LANDSCAPING
Any landscape area over 50 square feet in area within the
perimeter of the paved parking area and greater than five feet from
any principal structure.
KENNELS
Any establishment wherein or whereon dogs or other animals
are kept or maintained for any commercial purpose and which is so
constructed that dogs or other animals cannot stray therefrom. This
definition includes training, pet day care, and boarding for any period
of time, whether it be for hours, overnight, days or longer.

LAND COVERAGE
That percentage of the ground surface of a zoning lot or
the net site area of a planned unit group development which may be
occupied by structures, parking area and loading space, but not including
access driveways or area occupied by structures or uses permitted
in required yards.
LAND DEVELOPMENT
Any of the following activities:
A.
The improvement of one lot or two or more contiguous
lots, tracts or parcels of land for any purpose involving a group
of two or more residential or nonresidential buildings, whether proposed
initially or cumulatively, or a single nonresidential building on
a lot or lots regardless of the number of occupants or tenure or the
division or allocation of land or space, whether initially or cumulatively,
between or among two or more existing or prospective occupants by
means of or for the purpose of streets, common areas, leaseholds,
condominiums, building groups or other features.
LANDOWNER
As defined in 53 P.S. § 10107.

LARGE FAMILY DAY-CARE
Any facility meeting the definition of family day-care home
with four or more nonresidents.
LIVE/WORK UNIT
A residential use that permits up to 50% of a residential
dwelling unit to be used for the production, showing, and sale of
arts and crafts made on the premises by the occupant of said unit.
Additionally, for the purposes of this chapter, it shall also be construed
to mean a building or buildings where a portion of the total space
is used for residential purposes and other portions for the production,
showing, and sale of arts and crafts.

LOCATION
Any lot, premises, building, structure, wall or any place
whatsoever upon which a sign is located.
LOT AREA
The total area within the boundary lines of a lot, not including
any part of a street or way.
LOT, BUILDABLE AREA OF
That portion of a zoning lot or substandard lot of record
bounded by the required front, side and rear yards; when a yard is
not required, the boundary is the lot line.
LOT, CORNER
A lot situated at and abutting the intersection of two streets
having an interior angle of intersection not greater than 135º.
LOT OF RECORD
A lot separately designated as a lot, tract, parcel or otherwise
on a plat of subdivision duly recorded pursuant to statute or referred
to in a deed or described by metes and bounds in a deed recorded in
the office of the Recorder of Deeds of Westmoreland County. A "lot
of record" may or may not coincide with a zoning lot or a substandard
lot of record.
LOT, THROUGH
A lot, the front and rear lines of which abut streets.
LOT, WIDTH
The distance between the side lines of a lot, measured at
the shortest distance at or between the front and rear boundaries
of the buildable area of the lot.
LOT, ZONING
A lot, fronting on a street, which is or may be occupied
by one main structure (or by more than one main structure when in
unit group building or planned unit group development), with accessory
uses and structures and the open spaces required by this chapter.
LOWEST FLOOR
The lowest floor of the lowest fully enclosed area (including
basement). An unfinished, flood-resistant, partially enclosed area,
used solely for parking of vehicles, building access and incidental
storage, in an area other than a basement area is not considered the
lowest floor of a building, provided that such space is not designed
and built so that the structure is in violation of the applicable
nonelevation design requirements of this chapter.

MANUFACTURED HOME
A transportable, single-family dwelling intended for permanent
occupancy, office or place of assembly, contained in one or more sections,
built on a permanent chassis, which arrives at a site completed and
ready for occupancy except for minor and incidental unpacking and
assembly operations, and constructed so that it may be used with or
without a permanent foundation. The term includes park trailers, travel
trailers, recreational and other similar vehicles which are placed
on a site for more than 180 consecutive days.

MANUFACTURED HOME PARK
A parcel of land under single ownership, which has been planned
and improved for the placement of two or more manufactured homes for
nontransient use.

MASTER PLAN
The Master Plan for the Greater Greensburg Planning Area,
adopted December 16, 1959.
MEMBERSHIP CLUB
A chartered, nonprofit organization, the primary purpose
of which is the advancement of its members or of the community in
educational, fraternal, cultural or civic pursuits and activities.
MINOR REPAIR
The replacement of existing work with equivalent materials
for the purpose of its routine maintenance and upkeep, but not including
the cutting away of any wall, partition or portion thereof, the removal
or cutting of any structural beam or bearing support or the removal
or change of any required means of egress or rearrangement of parts
of a structure affecting the exitway requirements; nor shall minor
repairs include addition to, alteration of, replacement of or relocation
of any standpipe, water supply sewer, drainage, drain leader, gas,
soil, waste, vent or similar piping, electric wiring or mechanical
or other work affecting public health or general safety.

NATIONAL REGISTER
The National Register of Historic Places, a list maintained
by the Secretary of the Interior composed of buildings, sites, structures,
objects and districts of national, state or local significance in
American history, architecture, archaeology, engineering and culture.

NET SITE AREA
The gross acreage of a planned unit group development, less
area of streets or public ways.
NEW CONSTRUCTION
Structures for which the start of construction commenced
on or after April 1978, and includes any subsequent improvements thereto.

NONCONFORMING SIGN
A sign which does not comply with the applicable sign provisions
in a zoning ordinance or amendment heretofore or hereafter enacted,
where such sign lawfully existed prior to the enactment of such ordinance
or amendment or prior to the application of such ordinance or amendment
to its location by reason of annexation.

NONCONFORMING STRUCTURE
A structure or part of a structure manifestly not designed
to comply with the applicable use provisions in a zoning ordinance
or amendment heretofore or hereafter enacted, where such structure
lawfully existed prior to the enactment of such ordinance or amendment
or prior to the application of such ordinance or amendment to its
location by reason of annexation. Such "nonconforming structures"
include, but are not limited to, nonconforming signs.
NONCONFORMING USE
A use, whether of land or of a structure, which does not
comply with the applicable use provisions in a zoning ordinance or
amendment heretofore or hereafter enacted, where such use was lawfully
in existence prior to the enactment of such ordinance or amendment
or prior to the application of such ordinance or amendment to its
location by reason of annexation.
NURSERY
A facility, not in a private residence, which may or may
not operate for profit and is designed to provide daytime care and/or
instruction for preschool children.
ONE-HUNDRED-YEAR FLOOD
A flood that, on the average, is likely to occur once every
100 years (i.e., that has one-percent chance of occurring each year,
although the flood may occur in any year).

PARKING AREA
An open space, other than a street or way, used for parking
of only automobiles, including parking stalls, together with area
for maneuver and circulation, enclosure fences, walls and planting,
but not including storage of vehicles for repair, dismantling, display
or sale.
PARKING AREA, COMMUNITY
A parking area used exclusively by residents of the neighborhood,
customers or persons engaged in conduct of establishments in the immediate
vicinity of its location or by those for whom such establishments
are conducted.
PARKING STALL
Space in a garage or parking area, not less than 8 1/2
feet wide and 18 feet long, reserved for the parking of only one automobile.
PERIMETER PARKING LOT LANDSCAPING
Includes all landscape areas outside the perimeter of the
paved area of the lot, including any landscape area required adjacent
to a public street.
PERSON
An individual, partnership, public or private association
or corporation, firm, trust, estate, municipality, governmental unit,
public utility or any other legal entity whatsoever who or which is
recognized by law as subject of rights and duties.

PERSONAL CARE HOME
Any premises in which food, shelter, personal assistance
or supervision are provided for a period exceeding 24 consecutive
hours for three or more ambulatory adults who are not relatives of
the operator and who may require assistance or supervision in such
matters as dressing, bathing, diet or medication prescribed for self-administered,
but do not require hospitalization or care in skilled a nursing/intermediate
care facility.
PET-BASED USES
Pet stores, businesses selling food, goods or services related
to domestic animals, and pet grooming (clipping, bathing and related
services) businesses. This definition shall not include kennels, animal
training, veterinary establishments or animal hospitals, pet day care,
or businesses that conduct similar operations, or establishments that
hold or keep animals that are not treated as pets, including, without
limitation, poultry, cows, goats or similar animals that are kept
by their owners as livestock or for commercial purposes.

PLANNED UNIT GROUP DEVELOPMENT
Development involving a related group of uses and structures
planned as an entity, to be regulated, developed, operated and maintained
as one complex land use unit, either by a single landowner or a combination
of landowners. Such development may involve only one zoning lot or
two or more zoning lots which would be contiguous but for their separation
by a street or way.
PLANNING ACT
The Act of the General Assembly of the Commonwealth of Pennsylvania,
Act No. 247, known as the Pennsylvania Municipalities Planning Act,
approved July 31, 1968, and as may hereafter be amended.
PUBLIC BODY
Any government or governmental agency of the City of Greensburg,
the County of Westmoreland, the Commonwealth of Pennsylvania or of
the United States of America.
PUBLIC STREET or WAY
Any land dedicated to public use or passage, including but
not limited to streets, alleys, parks and pedestrian rights-of-way,
whether constructed, dedicated or proposed.

RECREATIONAL VEHICLE
A vehicle which is built on a single chassis; not more than
400 square feet, measured at the largest horizontal projections; designed
to be self-propelled or permanently towable by a light-duty truck;
not designed for use as a permanent dwelling but as temporary living
quarters for recreational, camping, travel or seasonal use.

REGULATORY FLOOD ELEVATION
The one-hundred-year-flood elevation plus a freeboard safety
factor of 1 1/2 feet.

REHABILITATION
The process of returning a property to a state of utility
through repair or alteration, which provides for a contemporary use
while preserving those portions and features of the property which
are significant to its historical, architectural and cultural values.

REPAIR
The replacement of existing construction with the same material
for the purpose of maintenance only, but not including any addition,
removal or modification in construction.

ROOFLINE
The juncture of the roof and the perimeter wall of the structure.
SECRETARY OF THE INTERIOR’S STANDARDS FOR REHABILITATION
Standards used by the Secretary of the Interior, as administered
by the National Park Service, when determining if a rehabilitation
project qualifies as a certified rehabilitation pursuant to the Tax
Reform Act of 1986.

SELF-STORAGE FACILITY
Passive storage of property within the confines of fully
enclosed storage units leased to the public.

SEMIPUBLIC BODY
Any organization operating as a nonprofit activity and serving
a public purpose or service and shall include such organizations as
noncommercial clubs, lodges, theater groups, recreational and neighborhood
associations, cultural activities and schools.
SHORT-TERM RENTALS
Any dwelling unit owned or managed by a person, firm or corporation
which is used for overnight lodging and rented or leased for periods
of less than 30 consecutive days.

SIGNS
Any surface, fabric, device or display which bears lettered,
pictorial or sculptured matter, including forms shaped to resemble
any human, animal or product designed to convey information visually,
and which is exposed to public view. For the purposes of this chapter,
the term "sign" shall include all structural members. A "sign" shall
be construed to be a display surface or device containing organized
and related elements composed to form a single unit. In cases where
matter is displayed in a random or unconnected manner without organized
relationship of the components, each such component shall be considered
to be a single sign. Included within the definition of "sign" are
the following types of signs:
A.
BANNER SIGNAny sign intended to be hung, either with or without frames, possessing characters, letters, illustrations or ornamentations applied to paper, plastic or fabric of any kind, including flags. Official government flags shall not be considered banners for the purpose of this chapter.

B.
BENCH SIGNA sign located on any part of the surface of a bench or seat placed on or adjacent to a public right-of-way.
C.
BILLBOARD SIGNA non-point-of-sale sign which advertises a business, organization, event, person, place or thing, unless such sign is more specifically defined herein.
D.
CHANGEABLE COPY SIGNA sign that is designed so that characters, letters or illustrations can be changed or rearranged without altering the face or the surface of the sign. This shall also include the changing of copy on billboards.
E.
CONSTRUCTION SIGNAny sign giving the name or names of principal contractors, architects and lending institutions responsible for construction on the site where the sign is placed, together with other information included thereon.
F.
DIRECTORY SIGNA sign on which the names and locations of occupants or the use of a building is given. This shall include office buildings and church directories.
G.

FREESTANDING SIGNAny mobile or portable sign or sign structure not securely attached to the ground and independent of support from any building.
I.
GROUND AND/OR POLE SIGNAny sign which is supported by structures or supports in or upon the ground and independent of support from any building.
K.
INTEGRAL SIGNMemorial signs or tablets, names of buildings and dates of erection when cut into any masonry surface or when constructed of bronze or other incombustible materials mounted on the face of a building.
L.
MARQUEE SIGNAny sign attached to and made part of a marquee. A "marquee" is defined as a permanent roof-like structure projecting beyond a building wall at an entrance to a building or extending along and projecting beyond the building's wall and generally designed and constructed to provide protection against the weather.
N.
POINT-OF-SALE SIGNAny sign which carries only the name of the firm, major enterprise or products offered for sale on the premises or a combination of these things.
O.
PORTABLE SIGNAny sign three feet tall and 22 inches wide, placed against the main wall of the building, and at no time shall it impede passage on any city sidewalk or right-of-way.
P.
PROJECTING SIGNAny sign, other than a wall sign, affixed to any building or wall whose leading edge extends beyond such building or wall.
Q.
REAL ESTATE SIGNAny sign which is used to offer for sale, lease or rent the property upon which the sign is placed.
R.
ROOF SIGNAny sign erected or constructed wholly upon and over the roof of any building and supported solely on the roof structure.
S.
SNIPE SIGNAny sign of any material whatsoever that is attached in any way to a utility pole, tree or any object located or situated on public or private property.
T.
TEMPORARY SANDWICH BOARD SIGNA nonilluminated sign that may be carried, hauled or towed from one location to another; self-supporting and designed to be temporarily placed without a permanent base or fastening. All sandwich board signs must be approved by the Planning Commission and the City Council.

TRAILER SIGNAny sign mounted on a vehicle normally licensed by the Commonwealth of Pennsylvania as a trailer and used for advertising or promotional purposes.
V.
WALL SIGNAny sign painted on or attached to and erected parallel to the face of or erected and confined within the limits of the outside wall of any building and supported by such wall or building and which displays only one advertising surface.
W.
WINDOW SIGNAny nonilluminated sign placed inside or upon a window facing the outside and which is intended to be seen from the exterior.
SITE PLAN
A.
A scaled drawing which indicates details of
existing or intended development of a particular area of land in relationship
to its surroundings, including land use, topography, landscaping and
structures. A "site plan" shall show the use, height, bulk, location
and relationship of main and accessory structures, the location and
relationship of other main and accessory uses, the provisions for
automobile parking and loading, with completely dimensioned parking
areas and parking stall arrangement, open space, landscaping, paving
and curbing, fences and walls and the display of signs. The foregoing
shall be shown (as existing and as proposed) on the site involved
and on all surrounding property.
B.
In addition, the "site plan" shall show, on
the site involved and on all property within a radius of 150 feet
thereof, traffic circulation features (vehicular and pedestrian, sidewalks,
curb cuts, etc.) and vehicular access to properties and such other
information that may be required in a particular situation to provide
a reasonably accurate portrayal of the development.
SLEEPING ROOM
A fully enclosed portion of a building designed or intended
to be used for sleeping purposes. For purposes of measurement in this
chapter, where a sleeping room contains more than two beds, every
unit of two beds or a fraction thereof shall be counted as a separate
"sleeping room."
SMALL FAMILY DAY-CARE
Any facility meeting the definition of family day-care home
with two or three nonresidents.
SMOKE DETECTOR
A device which detects the visible or invisible particles
of combustion.
SPECIAL PERMIT
A special approval which is required for hospitals, nursing
homes, jails and new manufactured home parks and subdivisions and
substantial improvements to such existing parks when such development
is located in all or a designated portion of a floodplain.

STREET
A right-of-way, public or private, at least 30 feet wide,
which provides access to property.
STREET WALL
The main wall of a structure that is closest to and most
nearly parallel with an adjacent street; in case of unit group development
where a structure is not adjacent to a street, that main wall having
a similar relationship to the equivalent access facility.
STRUCTURAL ALTERATION
Any change in or addition to the supporting or structural
members of a building or other structure, such as the bearing walls,
fire separation walls, partitions, columns, beams or girders; or any
change which could convert an existing building or other structure
into a different structure or adapt the structure to a different use
or which, in the case of a nonconforming building or other structure,
would prolong the life of such building or other structure.

STRUCTURE
Anything erected, the use of which requires fixed location
on the ground or attachment to something having fixed location on
the ground, including but not limited to buildings, signs, swimming
pools, towers, fences and walls.

STRUCTURE, HEIGHT OF
The vertical distance measured from the basic grade to:
A.
The highest point of the roof adjacent to the
front wall for buildings with flat roofs.
B.
The deck line of buildings with mansard roofs.
C.
The mean height between eaves and ridge for
buildings with gabled, hipped or gambrel roofs.
D.
The highest point of the structure for structures not included in Subsections
A,
B or
C above.
STRUCTURE, MAIN
The structure containing the principal use of the parcel
of land on which it is located.
STUDENT
An individual who is enrolled or has made application and
been accepted at a university, college or trade school and is taking
at least six credit hours and whose primary occupation is as a student,
or who is on a semester or summer break from studies at a college,
university or trade school. The term "student" shall apply to both
undergraduate and graduate students alike.

STUDENT HOME
A living arrangement for a maximum of five students (as defined
in this chapter). Student homes shall not include dormitories. A student
home includes any residence located off campus from any higher education
facility or trade school. Student home does not include the family
members of an existing single-family home. Two or less graduate students
are not considered a student home. Graduate students living with undergraduate
students and/or trade school students or any combination of the aforementioned
living in the same dwelling unit is a student home.

SUBDIVISION
The division or redivision of a lot, tract or parcel of land
by any means into two or more lots, tracts, parcels or other divisions
of land, including changes in existing lot lines for the purpose,
whether immediate or future, of lease, partition by the court for
distribution to heirs or devices, transfer of ownership or building
or lot development; provided, however, that the subdivision by lease
of land for agricultural purposes into parcels of more than ten acres,
not involving any new street or easement of access or any residential
dwelling, shall be exempt.

SUBSTANDARD LOT OF RECORD
A lot in an R District which:

B.
Is insufficient in size to meet the requirements for a one-family
dwelling and/or provide a buildable area depth of 25 feet and a buildable
area width of 40 feet; and
C.
By documentary evidence acceptable to the Planning Director,
is shown to be in separate and distinct ownership from all abutting
land prior to and continuously since the zoning origin date or since
the effective date of a Zoning Ordinance amendment reclassifying the
parcel of land as an R District.
SUBSTANTIAL DAMAGE
Damage from any cause sustained by a structure whereby the
cost of restoring the structure to its before-damaged condition would
equal or exceed 50% or more of the market value of the structure before
the damage occurred.

SUBSTANTIAL IMPROVEMENT
Any repair, reconstruction or improvement of a structure,
the cost of which equals or exceeds 50% of the market value of the
structure either before the improvement or repair is started or, if
the structure had been damaged and is being restored, before the damage
occurred. A substantial improvement is considered to occur when the
first alteration of any wall, ceiling, floor or other structural part
of the building commences, whether or not the alteration affects the
external dimensions of the structure. The term does not, however,
include either any project for improvement of a structure to comply
with existing state or municipal health, sanitary or safety codes
which are solely necessary to assure safe living conditions or any
alteration of a structure listed on the National Register of Historic
Places or the Pennsylvania Inventory of Historic Places.

TEA PARLOR
A service to provide traditional afternoon tea and savories
and promoting social and cultural interaction. A tea parlor may include
the sale of tea accouterments, including tea pots, tea cups, tea cozies,
tea strainers, tea books, tea music, etc.

TOWNHOUSE
One of two or more residential buildings having a common
or party wall separating dwelling units.

VETERINARY ESTABLISHMENTS AND ANIMAL HOSPITALS
An establishment used by a licensed veterinarian for the
practice of veterinary medicine, which may involve the keeping of
animals overnight for observation or treatment, but shall not be a
kennel or other establishment boarding animals for a commercial purpose.

WAY
A right-of-way, public or private, less than 30 feet wide,
which provides access to property.
YARD
An open space on a lot, unoccupied and unobstructed from
the ground to the sky, except as otherwise provided, and not including
any portion of a street or way.
YARD, FRONT
A yard extending across the full width of the lot and abutting
the front lot line, the required depth of which yard is a prescribed
minimum distance between the front lot line and a line parallel thereto
on the lot.
YARD, REAR
A yard extending across the full width of the lot and abutting
the rear lot line, the required depth of which yard is a prescribed
minimum distance between the rear lot line and a line parallel thereto
on the lot.
YARD, SIDE
A yard abutting a side lot line, extending from the front
yard to the rear yard, the required width of which yard is a prescribed
minimum distance between the side lot line and a line parallel thereto
on the lot.
ZONING PERMIT
A permit which shall be issued by the duly appointed zoning
officer for activities regulated by the Zoning Ordinance including
erection, construction, reconstruction, enlarging, conversion, or
alteration of structures and use, enlarging of use, or change of use
of land and/or structures. A zoning permit is issued upon submission
of an application and demonstration of compliance with provisions
of the zoning ordinance. Issuance of a zoning permit shall not be
construed as a permit for activities regulated by state or federal
law or regulations, the Uniform Construction Code or any other code
or ordinance of the City of Greensburg.

ZONING ORIGIN DATE
The effective date of the application of current zoning regulations
to a particular parcel of property, either by original zoning (Ordinance
No. 480, effective October 13, 1955) or by subsequent amendment thereto,
changing either the applicable zoning district classification of the
property or the regulations within the applicable zoning district
classification, or both.
