[HISTORY: Adopted by the Common Council of the City of Montello 5-7-1984 as Title 2, Ch. 4 of the 1984 Code. Amendments noted where applicable.]
A. 
Composition. The Board of Review shall consist of the Mayor, the City Clerk-Treasurer and three members of the Common Council. The Aldermen members shall be appointed by the Mayor, subject to Council confirmation, at the organizational meeting on the third Tuesday in April of each year.
B. 
Duties. The duties and functions of the Board of Review shall be as prescribed in §§ 70.46 and 70.47, Wis. Stats.
C. 
Meetings. The Board of Review shall meet annually on the second Monday of May at the City Hall of the City of Montello, and notice of such meeting shall be published pursuant to the state statutes. The Board may adjourn from day to day or from time to time, until such time as its business is completed, provided that adequate notice of each adjournment is so given.
A. 
Organization; terms.
(1) 
There is hereby created, pursuant to Ch. 43, Wis. Stats., a Municipal Library Board for the City of Montello, consisting of a seven-member board in three classes, three of such members to serve for a period of three years, two to serve for two years, and two to serve for a period of one year.
(2) 
Terms of such members shall be from July 1 in the year of their appointment, and thereafter each regular appointment shall be for a term of three years. Not more than one member of the Common Council body shall at any one time be a member of the Library Board. Members shall be appointed by the Mayor, subject to majority approval by the Common Council. The Mayor shall appoint as one of the Library Board members a school district administrator, or his representative, to represent the public school district or districts in which the library is located.

(3) 
A majority of the membership of the Board shall constitute a quorum.
(4) 
As soon as practicable after the first appointments, at a date and place fixed by the appointing officer, and annually thereafter, within 30 days after the time designated in this section for the beginning of terms, the members of the Library Board shall organize by election from among their number of a President and such other officers that they deem necessary to prescribe and adopt, with Board approval, rules and regulations for the operation of the library.

B. 
Duties and powers. The Library Board shall have the duties and powers as prescribed by Ch. 43, Wis. Stats., and more particularly set forth in § 43.58, Wis. Stats.[1]

A. 
Appointment. There is hereby created a Park Board to consist of four resident citizens of the City of Montello and three Aldermen, to be appointed by the Mayor and confirmed by the majority of the Common Council. Appointments shall be made by the Mayor at the regular organizational meeting of the Common Council to be held in April. To the degree that is practical, appointees to the Park Board shall reflect the geographical distribution of the City's wards.
B. 
Term of office. The term of office for each Board member shall be five years.
C. 
Powers. The Park Board is vested with such powers and duties as are established by § 27.08, Wis. Stats.
A. 
Composition. The Safety Committee shall consist of seven members, three of whom shall be Aldermen and four of whom shall be non-Aldermen citizens of the City of Montello. One of the Aldermen shall be appointed Chairman of said Committee as hereinafter provided. The four non-Aldermen members of said Committee shall each represent separate wards and shall respectively serve terms of one, two, three and four years each. All of the members of said Committee, including the Chairman, shall be appointed by the Mayor and approved by a majority of the members of the Common Council at its annual organizational meeting.
B. 
Duties. Matters regarding the administration of the Police Department shall be referred by the Common Council to the Safety Committee for the Committee's study and recommendations. The Committee's responsibilities regarding the selection of a Chief of Police shall be as granted in Chapter 78, § 78-5 of this Code.
A. 
Composition. The Cable Television Committee shall consist of eight members, as follows: three Alderpersons selected from the Alderpersons currently serving on the License and Ordinance Committee, one Alderperson appointed by the Mayor and approved by the Common Council, and four citizens who shall be appointed by the Mayor and approved by the Common Council. The Committee members shall be appointed annually.
B. 
Duties. The Cable Television Committee shall be responsible for the administration of the Cable Television Communications Ordinance and Franchise Ordinance,[2] the full implementation of complaint procedures under the cable television franchise, notifying and reporting to the Common Council of the City of Montello all operations and recommendations under such cable television franchise, and the protection of the public interest of the City of Montello.

A. 
Establishment. A Zoning Board of Appeals shall be appointed as specified in § 62.23(7)(e), Wis. Stats. The members shall serve without compensation and shall be removable by the Common Council for cause upon written charges and upon public hearing. The Zoning Board of Appeals shall make and file in the office of the Clerk-Treasurer its own rules and procedures consistent with Wisconsin Statutes.
B. 
Powers. The Zoning Board of Appeals shall have the powers as specified in Chapter 385, Zoning, § 385-66.

A. 
The Mayor, subject to a Common Council confirmation, shall appoint an Equal Opportunities Commission consisting of five members. One member shall be an Alderman whose term of office shall be one year. Four members shall be citizen members whose terms of office shall be for two years. Commission members shall be residents of the City of Montello and shall receive no compensation for their services.
B. 
The Commission shall have the power and duty to study the existence, character, cause and extent of the denial of equal opportunities because of race, creed, color, sex, national origin or ancestry in the City of Montello. It shall receive complaints alleging violation of Chapter 172, Fair Housing, of this Code arising from bona fide transactions and attempt to eliminate or remedy any violation by means of conciliation, persuasion, education or any other means. In cases where the Commission obtains compliance with Chapter 172 or the Commission finds the complaint is without foundation, no public disclosure shall be made by the Commission of the person or persons named in the complaint. The Commission may adopt such rules and regulations as may be necessary to carry out the provisions of this section.
C. 
The services of an investigator shall be available to aid in the promoting of the purpose of Chapter 172, Fair Housing.

A. 
Created. This section is created pursuant to §§ 61.35 and 62.23, Wis. Stats. The Mayor's Planning and Advisory Commission is invested with all of the authority and powers specified and delegated to city planning commissions pursuant to the provisions of § 62.23, Wis. Stats.
B. 
Membership. The Commission shall consist of the Mayor, who shall be its presiding officer, two City alderpersons, and four citizen members, so the Commission has at all times seven members. Citizen members shall be persons of recognized experience and qualification and shall receive no compensation for their services on the Commission.
C. 
Terms of members. The alderperson members of the Commission shall be appointed annually at the City's reorganizational meeting for one-year terms. The four citizen members shall be appointed by the Mayor, subject to confirmation of the Common Council, for five-year terms.

A. 
Composition. The Personnel Committee shall consist of the Mayor and four members of the Common Council. The Aldermen members shall be appointed by the Mayor, subject to Council confirmation, at the organizational meeting on the third Tuesday in April of each year.
B. 
Duties. The Personnel Committee shall administer matters relating to the hiring of, promotion of, demotion of, and termination of City of Montello employees. The Committee shall interview finalist candidates for open positions.

A. 
Composition. The Downtown Revitalization Committee shall consist of seven members. The seven-person committee will be comprised of two alders that represent the downtown district, two downtown business owners, one representative of Connect Communities, one representative from the Montello Area Chamber of Commerce, and one citizen representative.
B. 
Goal: to support downtown community development.
C. 
Purpose: to help build healthy neighborhoods in Montello, by partnering with residents to advance their educational, economic, physical and spiritual well-being, as well as to help create a flourishing business district that is a destination for residents and visitors.
D. 
Duties: to develop and implement a strategy for revitalizing downtown Montello.
