The Town Board of the Town of Guilderland, by enacting this article, hereby declares its intent and purpose to be the protection of the general health, safety and welfare of the residents of the Town of Guilderland and the protection of the public and private water supplies and water resources of the Town by regulating the disposal of garbage and rubbish within the Town and to prohibit the storage or disposal of industrial hazardous wastes. The Town Board also recognizes that sanitary and construction landfills are being filled at an unprecedented rate. In order to preserve such landfills, it is necessary to institute and enforce a solid waste recycling program.[1]
